What is the EPOA?

The Garden City Eastern Property Owners’ Association (EPOA) is an organization that represents the residents of the Eastern section of the Village in the governmental structure set forth by the Community Agreement of 1919 (click here for information on how the Village government works).

The EPOA was incorporated in April of 1918 and is one of four Property Owners’ Associations (POAs) in the Village. The others represent the West, Estates and Central sections. We have 19 Directors, 5 of which are EPOA officers.

Who does the EPOA represent?

The EPOA represents the residents of the Eastern section of Garden City. ‘Eastern‘ is defined as Garden City residences located east of the center of Franklin Avenue. 40% of the population within the corporate limits of Garden City reside in the Eastern section.

What does the EPOA do?

The EPOA serves two critical functions:

1. It provides the mechanism for nominating candidates for election to the Village Board of Trustees (BOT) and the School Board through the Ten-Member Nominating Committee. The Garden City East nominating committee (whose members are comprised of Eastern residents elected annually at the June Resident Electors’ meeting) traditionally seeks to select people for Mayor and Trustee who have experience working within the POAs to ensure that our Village officials bring to the table an overall understanding of the Village infrastructure, the various commissions and the Village Code, as well as the duties and responsibilities of a mayor and trustee vested by New York State.

2. It serves as a civic association, so that residents can bring concerns to their POA as well as the BOT. To promote communication and cooperation among all four POAs, the section presidents and vice-presidents form the Joint Conference Committee to discuss issues that affect the Village as a whole, and to create village-wide awareness of issues that are unique to any given section.

Our motto is “progress through participation.” The Trustees, Officers, Directors and Representatives of the EPOA are volunteers. The only prerequisites they share are a desire for local involvement, civic pride and a belief in serving the greater good of the community.
