One of the most important responsibilities of the Garden City Eastern Property Owners’ Association, in addition to providing the mechanism for nominating candidates for election as village and school trustees, is to keep residents of the East informed on issues of importance in our village. We do this through this website, Facebook (@GardenCityEPOA), Twitter (@GC_EPOA), a monthly eBulletin for members, a comprehensive biannual newsletter, and our public meetings. LIRR Grade Crossing Rehabilitation


LIRR UPGRADES

During the weekends of April 18 and 25, the LIRR will continue its signal upgrades between Floral Park and Queens Village stations as part of the Queens Interlocking project. The LIRR will also be taking advantage of this outage to rehabilitate the Hilton Avenue grade crossing.

Queens Interlocking Signal Pre-Testing

For these weekends, the following service changes will be in effect:

There will be no Hempstead Branch service operating, however there are some unique service changes in effect:

  • For Hollis, Queens Village, and Elmont-UBS Arena, there will be westbound train service via Huntington Branch trains

  • There will be no eastbound train service at these stations

  • NYCT will cross honor riders in both directions between Jamaica, Hollis and Queens Village

  • For Floral Park, service will be available in both directions on Huntington Branch trains

  • For Stewart ManorNassau BoulevardGarden City and Hempstead, we will provide bus service to and from Mineola

  • For Bellerose and Country Life Press, NICE Bus will accept LIRR tickets on nearby routes

  • Ronkonkoma Branch service will be reduced to hourly in both directions

Hilton Avenue Grade Crossing Rehabilitation

At a high level, the LIRR will be removing the existing rubber pads, intervening asphalt paving and installing new concrete pads and repaving this crossing. Road closures will be managed by MTAPD. This work will be conducted from each Friday night (April 17 and April 24) at 10:00 p.m. until the following Monday morning (April 20 and 27) at 4:00 a.m. Once work is complete on these weekends, LIRR crews will return at a later date to complete the final paving of the crossing.

This work usually happens a week or so later and requires a 12-hour window, generally in the overnight hours. Ahead of these changes, riders are encouraged to use the TrainTime app to plan their rides as well as check the MTA’s planned services webpage.

Upcoming 2026-27 Village Budget Work Sessions

The Board of Trustees has announced the schedule for reviewing the Tentative 2026-27 Operating and Capital Budgets. These work sessions are open to the public, and we encourage all GCEPOA members to stay informed and participate in the process.


 

Meetings will be held in person at the Village Hall Board Room and virtually via Zoom. Please note that the kick-off date has been updated to March 31, 2026.

Public Hearing & Budget Adoption

The final Public Hearing and Adoption of the Budget is scheduled for the Village Board of Trustees meeting on April 23.

The intent of the EPOA — in its statements, actions, and in its makeup of volunteers and neighbors — is rooted in service and goes far beyond any one time of year. Its year-round purpose is to support the community we have all chosen to call home. This is reflected through community service opportunities, scholarships, support and sponsorship of District events, and a forum for discussing issues important to Garden City.
Garden City has always benefited from engaged residents, open dialogue, and differing viewpoints. Those voices are an essential part of a strong and healthy community.
The EPOA statement was intended to reflect a long-standing tradition in our village — one where, even in times of disagreement, neighbors can express differing views while still treating one another with respect.
A call to avoid division was meant to encourage a tone of civility and mutual respect that has long defined Garden City. There is room in this community for many perspectives.
The EPOA remains committed to encouraging participation, supporting civic engagement, and preserving a community where residents can both speak freely and remain neighbors first.
