Home Water Testing

Should I Have My Water Tested? The answer to this question depends on several factors. It concerns your health and the health of your family, so you need to know some basic facts. In addition to illness, a variety of less serious problems such as taste, color, odor and staining of clothes or fixtures are signs of possible water quality problems. Other things to think about include the nearness of your water well to septic systems and the composition of your home’s plumbing materials. This fact sheet provides information to help you decide whether or not to have your water tested, and if so, suggested tests for your situation.

 

Regardless of your water source, here are two situations that may require testing:

1.  Do you suspect lead may be in some of your household plumbing materials and water service lines? Most water systems test for lead as a regular part of water monitoring. These tests give a system-wide picture, but do not reflect conditions at a specific household faucet. If you want to know if your home’s drinking water contains unsafe levels of lead, have your water tested. Testing is the only way to confirm if lead is present or absent. Some faucet and pitcher filters can remove lead from drinking water. If you use a filter to remove lead, be sure you get one that is certified to remove lead by NSF International. EPOA Annual Meeting Scheduled for Monday, July 13th

The annual meeting of the Eastern Property Owners’ Association (EPOA) will be held on Monday, July 13th at 7:30pm at the St. Paul’s Field House (see COVID-19 guidelines note below). Come join the EPOA to hear updates on a variety of village matters from the East Trustees as well as from EPOA Officers and Directors. This will be the final meeting of the 2019-2020 term. In the event the meeting needs to be cancelled due to New York State requirements regarding gatherings, the EPOA will provide updates on its website (www.gcepoa.org).

At the July meeting, election of EPOA Officers and Directors for the 2020-21 term will be held.

Note: Chairs will be set up 6 feet apart and there will be a sign in sheet for the purposes of contact tracing. Unfortunately, there is no air conditioning in the Field House, so dress appropriately. The EPOA will do its best to provide a cool, breezy evening.

Installation of New Glen Cove Road Bridge Happening This Weekend - Friday, June 26th through Monday, June 29th

Dear Neighbor:

Beginning 8:00 p.m. tomorrow, Friday June 26th, through 4:00 a.m. Monday, June 29th, crews will be conducting work on the Glen Cove Road Bridge Replacement Project. As a result, during this period Glen Cove Road will close to thru traffic between Old Country Road and Westbury Avenue while the existing bridge is removed and a newly-built three bay structure is installed. 

To allow this work to proceed, the LIRR will suspend train service between Hicksville and Mineola on the weekend of June 27-28. Accordingly, there will be NO weekend train service at Carle Place and Westbury Stations, and major changes will be in effect on the Port Jefferson and Ronkonkoma branches.

Glen Cove Road will close to thru traffic between Old Country Road and Westbury Avenue.

The Glen Cove Road Bridge is the fifth of seven bridges to be replaced or modified as part of the LIRR Expansion Project. To view a preview of this weekend's work, please see this video of the Nassau Boulevard bridge roll-in in Garden City.

This is to inform you that peaceful groups have informed the Village of Garden City that they will be gathering at the Legislature Building at Franklin Avenue and Old Country Road at 3:00 PM in a car parade. 

In addition, this afternoon at approximately 5:30 there may be a demonstration at 15th Street and Franklin Avenue in the vicinity of the Nassau County Legislative Building and Police Headquarters.  The Garden City Police Department is working closely with the Nassau County Police Department throughout the day. 

Board of Trustees Special Meeting May 28th at 3 PM -- via Zoom

The Board of Trustees will hold a special meeting on 5/28 at 3pm via Zoom with regard to the Village’s membership in the Nassau County Urban Consortium and any other business as may lawfully come before the Board.  Please email Village Clerk Karen Altman by 11:00 a.m. on May 28 at kaltman@gardencityny.net if interested in joining the meeting. The Eastern Property Owners’ Association (EPOA) regrets to announce that we will not be able to hold our June 1 annual meeting as planned due to current COVID-19 restrictions. We will reschedule at a future time when public gatherings are once again allowed. Residents of the East should have recently received the EPOA spring newsletter, which contains updates from our president, trustees as well as other informative material.

Eric Breusch has 14 years of experience in the financial services industry and is currently a vice president of Citi Private Bank, specializing in private equity, real estate and hedge fund due diligence. Eric grew up in the eastern section of Garden City, where he met his wife Jillian while both were lifeguards at the GC pool. He attended the GC public schools through 8th grade, Chaminade HS and Loyola University Maryland for both his undergraduate and graduate degrees in business administration. After living out of state and in NYC for 10 years, Eric and Jillian moved back to GC to raise their family. 

Jose L. Iudica is a 10-year resident of Garden City, graduated from NYU’s Stern School of Business and holds an MBA in finance and banking from Hofstra University. A long-time employee of Prudential Financial, Jose is currently a vice president and head of the short-term funding desk. He also serves as president of the Commercial Paper Issuers Working Group. Within the GC community, Jose has served as co-leader of Cub Scout Pack 7 at Stewart School and has been both an intramural girls’ soccer coach and boys’ soccer coach, in addition to serving as a travel girls’ soccer coach.

All nominations were conducted in accordance with EPOA by-laws by the 2020 Director & Officer Nominating Committee. Members of the current Director and Officer Nominating Committee are Joe Moody (chair), Monica Kiely, Tom Mastanduono, Ken Moody, Bob Rymers, Bob Stark, Jr. and Ted Ucinski.

Saint James South Railroad Spur Update

Regarding the St. James spur -
 
There will be 2 separate work train moves to Garden City tonight. The first one being, an 8PM crew from Holban Yard taking engines to Pick up a Rail Recovery train and empty rack cars in Garden City. Both related to the concrete tie job on the Port Washington Branch. The second crew will start a move with another rail recovery train from the Port Washington Branch around 11PM. They will leave those rail recovery cars in Garden City and take the engines back to Holban, also related to the concrete tie job.
We expect minimal noise except for the night train. That may have some noise with the car movement but it is not expected to be loud or last past midnight.

JCC Accepts 2020 CBRAC Budget Review Report

The Joint Conference Committee (JCC) sincerely thanks the members of this year’s Citizen’s Budget Review and Advisory Committee (CBRAC) for their service in assisting and advising the Property Owners’ Associations in connection with a review and analysis of the financial systems, procedures, operations and budget of the Village.

CBRAC is a volunteer committee appointed by the JCC and is comprised of two representatives from each of the four Property Owners’ Associations. Committee members are tasked with the objective of analyzing and evaluating the current fiscal year budget, and providing strategic and specific recommendations to the Board of Trustees (BOT), as well as reporting its recommendations to the JCC. According to the CBRAC, this review was supplemented with interviews with department management and, on occasion, other external, third party research. Additionally, CBRAC members participated in public work sessions held by the Village of Garden City and the BOT.

This year’s CBRAC members included Roger Canales (Chairman), Bill McAndrews, Rosario Parlanti, Shane Pomeroy, Jeff Rathgeber, Yvonne Varano, and Bobb Wolff. At the conclusion of their task, they distributed a report to the JCC and the Village Trustees.

The CBRAC report also includes analysis and recommendations by village department, as well as for the public library. The full CBRAC report is posted on each of the four Property Owners’ Association websites, and can be downloaded by clicking on the link below. The JCC thanks the CBRAC volunteers for their many dedicated hours in preparing this report.

Water Test in the East on May 4th

On Monday night May 4th at 8:00pm the new hotel being constructed on Ring Rd will be conducting a test of their fire protection system in conjunction with the Nassau County Fire Marshall. This may cause discolored water and/or pressure fluctuations during testing mostly on the East side of the Village. The Water Department apologizes for any inconvenience this may cause and reminds residents that to clear a discolored water situation you should run your cold water only until it dissipates.  

Board of Trustees Budget Meeting Tuesday, April 28th at 7 PM - via Zoom


The Board of Trustees will hold a public hearing on the proposed $66.2 million budget on Tuesday, April 28, 2020 at 7:00 p.m. via Zoom. The public will have an opportunity to be heard at the hearing on the “Zoom” call. A copy of the proposed budget is available on the Village’s website, www.gardencityny.net. In addition, or alternatively to participation in the zoom hearing, if anyone has a question and/or comment regarding the budget, please send your inquiry and/or comment to Karen Altman, Village Clerk, at kaltman@gardencityny.net, via phone at 465-4051 or by regular first class mail. “Baby Start” Online

On Thursday, April 16, the Garden City Public Library will host “Baby Start,” which will be presented online by A Time for Kids! This special “Baby Start” is for infants ages birth – 17 months. This recorded session will include songsfingerplays, and stories. This program is sponsored by the Friends of the Garden City Public Library. “Baby Start” has been presented, recorded, and hosted by A Time for Kids. EPOA Cancels April 21st Public Meeting; Next Public Meeting Scheduled for June 1st

The Eastern Property Owners’ Association (EPOA) announced the cancellation of its public meeting scheduled for April 21st. The next public meeting is scheduled for 7:30pm on Monday, June 1, 2020 at the Senior Center on Golf Club Lane.

 

The EPOA continues to provide helpful updates to East residents regarding the latest Village developments on its website and through e-bulletins. Recycling Reminder During COVID-19 Pandemic

Residents are reminded that all Commingled Recycling must be placed in the bin that is provided to you or a blue/green recycling container. Commingled recycling will not be accepted in bags. Newspaper/paper must be tied or placed in a paper bag and placed next to the bin. Bins may not be mixed. The Village is currently working on purchasing larger bins for residents. If the current bins are not sufficient, residents can place their recycling small pails alongside their current bins.

Due to policy changes at the Omni Recycling plant, stemming from the Covid-19 pandemic, tighter restrictions are being put into place and at times the plant is not accepting loads. Any further questions regarding this matter, please call the Village Yard at 465-4030/4031.

Budget Session #3 April 2, 2020 Via Zoom

The March 26, 2020 Budget Session has been rescheduled for April 2, 2020 at 7:00 PM. The meeting will be available for the public to view via Zoom. Village Dump

The Village Dump will reopen on Monday, March 30th for limited hours, between 9:00 a.m. and 2:00 p.m. To aid in limiting exposure to residents and employees on site, residents are advised to drop off their materials and leave the dump area immediately. Sifting through the Dump or congregating at the site is prohibited.

7th Street Safety

Public Works Superintendent Joseph DiFrancisco gave a presentation on 7th St safety during the 2/6 Board meeting. At the request of the Board, Mr. DiFrancisco offered recommendations to improve safety for residents and visitors who frequent 7th St.  https://t.co/Uz3f8oog2J?amp=1

EPOA College Scholarship

It is with pleasure that the Eastern Property Owners’ Association of Garden City (“EPOA”) announces that it will once again award a $1,000 scholarship to a graduating high school senior who resides in the Eastern section of the village.

The candidates, or their family, must be dues paying members of the EPOA. They must be currently attending public or private high school and be attending college full time in the fall. The focus of this scholarship is community service. Candidates must be involved in some form of community service and must submit an application.  All interested seniors are encouraged to apply. Please print out the enclosed application under the "Scholarship tab" and email it to contactus@gcepoa.org.  The deadline for applications is April 17, 2020.

Village Budget Sessions in March 2020

The Village will be holding four budget sessions in March 2020. These meetings are open to the public and it’s a good way to see how our tax dollars are allocated. The meetings will be held in the Board Room at Village Hall at 7:30 PM on March 10, 12, 19 and 26.

EPA Monitoring Wells in the East

Back on October 18, 2019 Village Clerk Karen Altman sent you an email notifying you of the Environmental Protection Agency plans to drill four wells in the East to monitor underground water pollution caused by a plume from the old Mitchel Field Air Force base that is moving south from that location. The three proposed locations for these four wells are Garden Street, the intersection of Tremont Street and Garden Street and the intersection of Willow and Tremont streets. Please note: the Willow/Tremont intersection is slated to have two wells.

The first well on Garden Street started in October and ended the Friday before Thanksgiving.  At the insistence of the Mayor & Board of Trustees, the drilling operation was paused for the multiple holidays through the end of the year with drilling to begin sometime after the New Year.

The Village has received information from the EPA today advising us that drilling operations will resume the week of February 3, 2020 at the intersection of Garden Street and Tremont.  They will be at that location for four weeks and then will move on to the intersection of Willow and Tremont Streets for the final two wells which will also take approximately four weeks to complete.

Similar to the what was done during the previous monitoring well installation event, EPA will go door-to-door to distribute the community update to the residents in the immediate area of  Garden and Tremont Streets prior to commencement of drilling activities and then again in the immediate area of Willow and Tremont Streets.

PSEG Work Schedule Look Ahead

The following is the construction update for the Village of Garden City. The following work schedule is for the weeks of January 20, 2020 and January 27, 2020, and is for public use.

Location of work: The “mall area” of Stewart Avenue west of the Clinton Road intersection, and within the leased property adjacent the former Chase Bank on the south side of Stewart Avenue.

Description of work: Test hole digging and mark outs associated with furthering the engineering for the horizontal directional drills.

Timeframe of work: Daytime hours.

Details: Crews will be test holing and exposing existing utilities to advance the engineering for the horizontal directional drill, which will cross under Stewart Avenue and Clinton Road. Crews will be working within the mall median on Stewart Avenue, and the property adjacent to the former Chase Bank on the south side of Stewart Avenue east of Clinton Road. No major road closures or traffic impacts are predicted.

Police Report Increase in Stolen Mail in Garden City

Garden City Police Commissioner Kenneth Jackson would like to alert residents that the Garden City Police Department has seen an increase in stolen mail in Garden City. These thefts are occurring from residential USPS mailboxes throughout the Village at all times of the day and night. Nassau County Police Department also reports an increase in these types of thefts throughout Nassau County. In most cases, the thieves use a weighted object attached to a string and covered in a sticky substance to retrieve mail out of the mailbox. The thieves are usually looking for checks or other items of value that have been mailed out.
 
 The following are recommendations to safeguard your mail:
 
  • Place mail in receptacles inside the Post Office, or hand your outgoing mail directly to your mail carrier
  • Do not send cash in the mail
  • Use “secure” checks that cannot be altered
  • If dropping your mail in a mailbox, drop your mail as close as possible to the collection time listed on the mailbox
  • Do not drop mail in the mailbox if you see any sticky substances on the box
 
The Commissioner would like to remind residents to stay vigilant and report any suspicious activity, persons, or vehicles, at or near, a mailbox. If you see or feel a sticky substance on a mailbox, do not put your mail inside and promptly notify the Police Department. Garden City Police recently arrested two subjects for stealing from a mailbox after an alert resident reported suspicious activity. Any suspicious activity, such as a person or persons reaching inside a mailbox, should be reported to the Garden City Police immediately.

The Village has just been informed that The Cathedral of the Incarnation will be closing off a portion of their road adjoining Sixth Street from Cathedral to Rockaway Avenues, next Monday, January 13 through Friday, January 17  in conjunction with two special events that will have a lot of pedestrian traffic between the Cathedral and the Cathedral House.  There will be a high volume of parishioners from the Diocese arriving by train and the road closure will help them.  The Village’s Police and Fire Departments have been notified.

Parking Lot 7S

From the Village: The Street Department is putting barricades in Parking Field 7S today (Wednesday, January 8)  because, between 1:00 a.m. and 3:00 a.m. Thursday morning, January 9th the Village’s night watchman will be blocking spaces off in the parking lot for an outside engineering company (Liro) who will be in at approximately 7:30 a.m. to survey areas for the Village.  As they finish a section they will open the section up (see attached for areas).  There will be a temporary inconvenience of parking in 7S on Thursday,  1/9/2020 from 4:00 a.m. until  4:00 p.m. due to survey work being conducted areas completed will be open as soon as possible sorry for any inconvenience.

Upcoming Weekend Work along the LIRR Expansion Project Corridor - January & February 2020

Dear Neighbor:

The LIRR Expansion Project Team is gearing up for another productive year. Over the weekends of January 4, 11, and 18, and February 1 and 8, LIRR and 3TC teams will install new switches at Nassau Interlocking.

Temporary track outages are needed to complete this crucial project element, which will improve reliability along the corridor. During these weekends, LIRR service will be suspended between New Hyde Park and Hicksville, thereby affecting service on multiple LIRR branches. There will be no train service at the New Hyde Park, Merillon Avenue, Mineola, Carle Place, and Westbury stations.

These operations, which will occur during daytime and overnight hours, will result in an increase in the number of personnel and equipment working along the right-of-way, as well as the use of bright lights to ensure everyone’s safety. Some of the work will also require the support of idling diesel work trains.

For LIRR customers, the MTA has provided the following tips to aid travel during this work:
  • Pick up special Saturday timetables dated January 4, 11, 18 and February 1, 8, available soon at stations and terminals and online at mta.info/lirr.
  • Allow up to 60 minutes of additional travel time.
  • Consider taking the Babylon, Hempstead, Montauk, or Port Washington branches to minimize delays and transfers. Hempstead Branch service will be increased from hourly to half-hourly on Saturdays.
  • Buy LIRR tickets in advance. Customers using MTA eTix should download the app and complete their purchase prior to their trip, and then activate their tickets just before boarding the train.
  • Look for LIRR personnel at key locations and/or listen for announcements regarding track and platform assignments.
  • Sign up for E-Alerts at mymtaalerts.com.
  • Check mta.info/lirr for real-time service status information and/or call the LIRR’s Customer Service Center at 511 or 718-217-LIRR (718-217-5477).
  • Download the MYmta and Train Time apps.

Independent GC East Nominating Committee Supports John Delany for Village Trustee

The independent Garden City East Nominating Committee has unanimously voted to support the re-election of Trustee John Delany for the position of East Village Trustee for the two-year term commencing in April 2020. 

Mr. Delany has been a Village Trustee since 2015. Mr. Delany presently serves on the Law Committee, the Finance and Audit Committee and the Zoning Change Review Committee. He is also the Fire Commissioner. Trustee Delany previously served on the Village’s Environmental Advisory Board and served as a 17-year member and chairman (2003-2006) of the Garden City Library Board of Trustees. He was a member of the Citizens Budget Review and Advisory Committee from 2013 to 2015.Trustee Delany served two terms on the EPOA board of directors, from 1976 to 1985 and from 2013 to 2015.

Trustee Delany stated the following upon notice of his re-election, “I want to thank the nominating committee for choosing me to continue to represent the East on the Village Board.  I will continue to do my best for the residents of Garden City.”

Additional proposals for nomination as a village trustee may be made by petition filed with the corporate secretary of the Eastern Property Owners’ Association (“EPOA”) at least 30 days prior to the January electors’ meeting and signed by not less than 15 resident electors. Any nominating petition so filed shall, in addition, set forth the residence addresses of the signers, the names and addresses of the persons proposed for nomination for Village offices and the offices for which they are proposed.

The Resident Electors’ meeting will be held on January 21, 2020, at the Senior Center on Golf Club Lane. The Corporate Secretary of the EPOA is Colleen Ciullo. Her address is 109 Huntington Road, Garden City.

EPA Monitoring Wells in the East

The Environmental Protection Agency plans to drill four wells in the East to monitor underground water pollution caused by a plume from the old Mitchel Field Air Force base that is moving south from that location, according to Public Works Superintendent Joseph DiFrancisco. Garden Street, the intersection of Tremont Street and Garden Street and the intersection of Willow and Tremont streets are the three proposed locations for the four wells; the Willow/Tremont intersection is slated to have two wells. Drilling is expected to begin this month. The EPA, at the Village’s insistence, will not be doing any work in regards to these wells during the holiday season. EPOA to sponsor sock drive, host meeting November 19

The EPOA will host its second public meeting of the 2019-2020 term on Tuesday, November 19 at 7:30 p.m. at the Senior Center on Golf Club Lane. The meeting will cover several topics affecting the community including the PSEG Western Nassau Transmission Project, the National Grid Northwest Nassau Reliability Project and the Old Roosevelt Field Contaminated Groundwater Area Superfund Site. Residents will have the opportunity to raise other items of interest and hear updates from the East Trustees and EPOA Officers and Directors.

As part of the EPOA’s commitment to serve, the EPOA will be conducting a “sock drive” at the November 19 meeting. Socks are one of the greatest necessities for those in need, particularly as we approach the winter season. The EPOA would like to encourage all attendees to please bring at least one pair of socks (new socks only; greatest need is for black or dark-colored adult cotton socks) to the November meeting. All donations will be delivered to The INN (Interfaith Nutrition Network) in Hempstead.

Amended Child Restraint Law In Effect

The Garden City Village Board and Police Department would like residents to be aware of the amended Child Restraint law, which became enforceable effective November 1, 2019. The new law requires all back-seat passengers under the age of two be restrained in a rear-facing specially designed seat that conforms to Federal Motor Vehicle Safety standards. The rear-facing seat must be permanently affixed to the vehicle or affixed by a safety belt. The new law also applies to school buses.

The previous law required all children under the age of eight be placed in an appropriate child restraint system. The new law was enacted because children under two years of age are very vulnerable to injury or death in car crashes because their head and neck areas are underdeveloped. The New York State Assembly passed this law in 2017. As written in their summary, the Assembly states, “A 2007 University of Virginia study found that children under two were 75 percent more likely to suffer an injury if they were in a forward-facing seat rather than a rear-facing seat.”

All drivers are reminded that upon conviction, a violation of this law will result in the driver receiving a maximum fine of $100 as well as three points being assessed on their driver’s license.

Garden City East Nominating Committee Seeks Candidates for Village Board Trustee

The Independent Garden City East Nominating Committee is seeking candidates for Village
Board Trustee. The Village Board Trustee representing the East will serve a two-year term,
commencing in April of 2020.

Prospective candidates must submit their name, address, contact information including phone
number and email, and a brief summary of their personal/professional background, as well as
their qualifications, and the reasons for interest in the trustee position. The chairperson of the
nominating committee will contact the candidates and schedule interview dates in November
after the closing date for applications.

All candidates should submit their material in writing to the chairperson of the nominating
committee, June Michalak, in one of two ways: by e-mail at michalakjune@gmail.com or via
US Mail to June Michalak, Chair of East Nominating Committee, 38 Spruce Street, Garden City,
NY 11530.

The deadline for submission is November 11, 2019. Interviews are scheduled to be conducted

LIRR Work Train in Garden City-Next few weeks

From LIRR: As info, we will be working on the secondary track along St. James Streets over the course of the next few weeks. The majority of work will occur during the day, some days running until 8/9 PM. We will also need to make work train moves in and out of the area, which will occur later at night. The anticipated dates for the late night moves are: 10/2, 10/4, 10/9, 10/10, 10/11, 10/19. The majority of the work will occur west of Quentin-Roosevelt Blvd, but we may be required drill east to facilitate swapping equipment.

Nassau Boulevard Closed to Vehicular Traffic Sept. 30 - Oct. 8

The Nassau Boulevard Bridge Replacement Project, which will modernize infrastructure and reduce the frequency truck strikes, is expected to be completed by mid-October. To achieve this rapid timeline, partial and full road closures are essential to ensure the safety of drivers, pedestrians and workers.
 
What is happening…exactly?
The construction teams will “roll-in” the new Nassau Boulevard bridge over the weekend of Oct. 4-6, similar to what was done at Cherry Lane in Carle Place (please click herefor the video of the time-lapse of the work).
 
To facilitate this roll-in, Nassau Boulevard from Atlantic Ave. to Main/Merillon Ave. will close to vehicular traffic in both directions (northbound and southbound) from Sept. 30 to Oct. 8.
 
Pedestrian access will remain available until Friday, Oct. 4.
 
Beginning at our about 10:00 p.m. on Friday, Oct. 4 through Monday, Oct. 7 at 5:00 a.m., Nassau Boulevard will close completely – from Atlantic Ave. to Main/Merillon Ave.
 
There will be NO PEDESTRIAN or VEHICULAR access under the Nassau Boulevard Bridge during this closure.

Motorists are reminded that while approaching a school bus either from the front or behind and its yellow lights are flashing, the bus is preparing to stop. It is illegal - and very dangerous - to pass a stopped school bus when the large red lights located on the top of the bus are flashing. These flashing lights mean the bus is either picking up or discharging students.

 

If the bus’s red lights are flashing, YOU MUST STOP and remain stopped until red warning lights are off. This includes school buses that are on the opposite sides of divided highways, on multiple lane roadways, in parking lots and on school grounds.

 

The first conviction for a person illegally passing a school bus carries a fine of $250 to $400, 5 points on your license and/or 30 days in jail. The second conviction, both of which were committed within a period of three years, carries a fine of $600 to $750, 5 points on your license and/or 180 days in jail. The third conviction or subsequent convictions, all of which were committed within a period of three years, carries a fine of $750 to $1,000, 5 points on your license and/or 180 days in jail.

  

Garden City Police Officers have been assigned to monitor bus routes and bus stop locations in an effort to detect and enforce passed bus stop violations.

Nassau County will begin resurfacing Eleventh Street, from Washington Avenue to Hilton Avenue. Work will be done at night from 9:00 p.m. to 5:00 a.m. beginning tonight, Thursday, September 12, 2019, and continuing through next week. Residents are being notified and "No Parking" signs will be placed if needed. The job information will also be posted on the Nassau County website.

As the Village celebrates its 150th anniversary, The Garden City Historical Society and Garden City Village Historian Bill Bellmer are pleased to present a free lecture by long-time area resident James Fawls on the often-overlooked status of the Hempstead Plains before Alexander T. Stewart’s land purchase for his planned community. Fawls will go in-depth regarding the status of the boundary line between the Towns of Hempstead and North Hempstead. As a result of his extensive years of research, he will present numerous visual documents to accompany his research, in conjunction with a slide presentation.

 

The lecture, “1869 - Garden City on the Eve of Stewart’s Purchase,” will take place at the Garden City Public Library, 60 Seventh Street, on Tuesday, September 10, at 7 p.m. Following the presentation, all attendees are welcomed back to The Garden City Historical Society Museum, a few blocks away at 109 Eleventh Street, for refreshments and further discussion with Mr. Fawls.

 

After learning that part of the original documents showing the boundary between the Towns of Hempstead and North Hempstead along Old Country Road, established in 1784, had been lost to history when the line was redrawn in 1871, Fawls decided to search for the vanished stretch of road. This explored the pre-suburban, pre-aviation and pre-Stewart history of the western part of the Hempstead Plains. Perhaps the biggest surprise was the discovery that when Mr. Stewart arrived on the scene in 1869, the Plains of Hempstead Town were hardly the desolate, open and unfenced wasteland that most people conjure in their minds. By 1869, the Plains were home to roadways and railways, inhabitants and encroachments

Due to  the unavailability of lifeguards,  the Garden City Pool will not be open Tuesday,  September 3 and Wednesday,  September 4.  They are hoping to be open on Thursday. Members should call before coming to the pool. 

LIRR Work & Service Update

In support of the South Tyson bridge modification work this weekend in Floral Park, LIRR force account will be doing track raise work along the Hempstead branch.  An 8-car diesel support train will be first staged on the Garden City secondary tracks on Friday night, then moved to the east side of Covert Ave, until it is needed for the Tyson Bridge replacement on Sunday.   Once the train is properly staged the crew will shut down the engine until it’s needed in the work zone. 

As a result, Hempstead Branch service will be suspended east of Floral Park (as well as at Bellerose Station) from approximately 12 AM Saturday to 12:30 AM on Monday as work is performed. During this time, Floral Park Station will be served by trains operating to/from Mineola Station.There will be no train service to/from Bellerose, Stewart Manor, Nassau Boulevard, Garden City, Country Life Press and Hempstead.

No E-Coli Present in Garden City Water Supply

There were reports on Friday June 21st from local news sources, including the Garden City News and News 12 about an e-coli outbreak in local water supplies.  These reports placed blame on the Water Authority of Western Nassau County and because they serve a small portion of the Village, Garden City was mentioned as an area with contamination.  The Village has spoken  directly with the Superintendent of  the Water Authority of Western Nassau County and we want to make it clear that these news reports are false and inaccurate.

There is potentially an issue in Long Beach that somehow got mistakenly attributed to the the Water Authority of Western Nassau County.

Rest assured, Garden City's water supply is safe.

EPOA Awards Scholarship to Kellenberg High School Senior

The Eastern Property Owners’ Association has awarded a $1000 scholarship to Kellenberg senior Patrick Ilardi.  As in prior years, the EPOA focused its scholarship search on college bound high school seniors residing in the East who demonstrated outstanding records of community service. This year we had a record number of deserving applicants.

Patrick will attend the College of Mount St. Vincent in Riverdale, New York  and is planning a career in law enforcement. He has an exemplary record of service to others throughout his middle school and high school years.  He has been involved as a counselor with St. Joseph’s Bible School since sixth grade focusing on students who are “homesick” and helping them feel comfortable.

Patrick joined the Nassau County Police Department Explorers Service program in 9th grade and continued his participation through high school. As an active member, he has helped in drug prevention programs, worked with local police to alert citizens to the dangers of leaving cars unlocked and unattended purses in shopping carts, and participated in programs to reduce sales of cigarettes and alcohol to minors. He also attended many seminars to learn the complexities of “real world” law enforcement.

Patrick achieved the rank of Eagle Scout. His project was a total renovation of the kitchen at St. Joseph’s which is used by many parish and community groups. He raised thousands of dollars to finance this challenging project. Under the supervision of a local contractor who is also a Scout father, Patrick with fellow volunteers completed the installation on budget and in less than two weeks. His troop participated in food drives, setting up flags for community events and serving as patriotic color guards.   Patrick’s focus on helping our community underlines his empathy and commitment to service.

We congratulate Patrick and all of the outstanding applicants as they graduate from high school. We wish them much success in their college careers. The EPOA feels fortunate to have these committed students contribute to our community.

The Eastern Property Owners’ Association (EPOA) hosted its annual meeting at the Senior Center on Gulf Club Lane on June 10th. The Directors of the EPOA would like to thank all of the Village residents who participated in EPOA meetings throughout the year.

 

The EPOA’s annual meeting was highlighted by an award given to former President Joe Moody, who completed nine years of service with the EPOA. Joe also previously served as the EPOA’s Vice President and Corresponding Secretary. The EPOA would again like to thank Joe for his leadership and contributions to our community

The EPOA was also pleased to award a $1,000 scholarship to Patrick Ilardi, a graduating senior at Kellenberg Memorial High School who has demonstrated a commitment to community service during his time as a student. The EPOA wishes Patrick well in his future endeavors at the College of Mount St. Vincent in Riverdale, New York.

FAA-Approved drone flight at the St. Paul’s Recreational Area

Please be advised that next Friday, May 31st, the St. Paul’s design team will be conducting an FAA-approved drone flight at the St. Paul’s Recreational area.  The main focus of the flight is to capture views of the existing buildings however the drone will at times fly over the entire recreational area.  The activities will begin around 10:00 a.m. and the design-team will be on site for the entire day.

Though nothing is currently scheduled beyond this day, you should be aware that things like may occur in the future and we will alert you as soon as we know something concrete.

What do I do about rusty water?

As a reminder to residents, anytime there is disruption to the water system such as the shut-offs that have been required for the Pine Street water main replacement or if there is a fire call in your area that requires the Garden City Fire Department to open a hydrant, there is the possibility of sediment being stirred up in the system. This could cause residents to experience cloudy or discolored water. The best way to clear the discoloration is to run the COLD water, preferably from a faucet that is closest to where the water service enters the house. It could take a while, it might have to run for 30-40 minutes but it will clear up. The Garden City Water Department, in turn, will do everything it can to minimize it by opening hydrants in the area to draw the sediment away from the houses. One additional note, if you notice discolored water, don’t run your hot water until it clears. Running the hot water will draw sediment into your hot water heater and it could take a few days for that clear.

The Village of Garden City announced that it would be reducing prices for all Pool memberships this year.

Responses to online surveys and questionnaires showed that the cost of membership has been a concern for many residents. In response, the Board of Commissioners of Cultural and Recreational Affairs,in collaboration with the Department of Recreation and Parks, announced the price reduction.

The pool will also be opened beyond Labor Day this year. Members can also continue to enjoy the indoor, air-conditioned dining area and the addition of more tables, chairs and lounges on the pool deck.

Two Party Under the Stars nights with a poolside barbecue and live music are planned, as well as weekly movie nights and the mini golf membership – which can be added to your membership anytime during the season.  Mark your calendar for new events this season, including Fun and Games Night on July 27, Halloween Night on July 30 and Epic 80s Day on Aug. 24.

The Eastern Property Owners’ Association (EPOA) was pleased to host the Superintendent of Garden City Public Schools, Kusum Sinha, Ed.D., as its guest speaker on April 18th at Cluett Hall in St. Paul’s. Dr. Sinha made a presentation which focused on the school budget and curriculum initiatives followed by a question and answer session. The School Superintendent was also joined by Assistant Superintendent Dana DiCapua.

 

The April meeting also included a number of updates from EPOA Officers, Directors, East Village Trustees John Delany and Mark Hyer, and School Trustee Michael Cassaro. The EPOA would like to thank School Superintendent Sinha and our East Trustees for their time and service to the Village.

 

In addition, the EPOA honored Director Bob Rymers for his nine years of service to the EPOA. Bob served as the EPOA’s Corresponding Secretary for four years and was in charge of the Membership Committee.

EPOA Offers 2019 Scholarship

It is with pleasure that the Eastern Property Owners’ Association of Garden City announces that it will once again award a $1000 scholarship for 2019 to a graduating high school senior who resides in the Eastern section.

 

The candidates, or their family, must be dues paying members of the EPOA. They must be currently attending public or private high school and be attending college full time in the fall. The focus of this scholarship is community service. Candidates must be involved in some form of community service and must submit an application which can be obtained from the GCHS Guidance Department or by clicking "read more" below and downloading the application.  The application should be submitted to contactus@gcepoa.org when completed.  

 

All interested seniors are encouraged to apply. All applications, including supporting materials, must be received by April 19, 2019.

Board of Education Close to an Agreement with the 555 Stewart Avenue Developer

Demolition of the Old Country Rd Water Tower

The demolition of the Old Country Rd water tower will be commencing the week of April 8th. Mobilization of equipment, including a crane, onto the job site will start next week. During this time the sidewalk in front of the tower on Old Country Road will be closed and will remain closed for the duration of the project.

 

This project is expected to take approximately 12-14 months to complete. During the duration of the project there may periodically be traffic on Old Country Road due to the entrance and exit of construction vehicles.  Please exercise caution when driving in the area.  

Village Administrator Writes Letter Opposing National Grid Construction Route

National Grid is making a multi-million dollar investment to modernize the natural gas system in Northwest Nassau County.
 
Village Administrator Ralph Suozzi, on behalf of the Board of Trustees, sent a letter to National Grid opposing the placement of a gas transmission main through residential neighborhoods, east of Washington Avenue, and is requesting National Grid return to its original path.  The EPOA appreciates the efforts of our Village Administrator and the Board of Trustees to keep this project from impacting residential neighborhoods.  Click here to read the letter.

Night Work on the LIRR Right-of-Way

Two work activities are scheduled to take place overnight at or near Merillon Station. This work requires shutting down service on one or both tracks, in part to protect worker safety and maximize efficiency, so it is often conducted at night and on weekends when fewer trains are running.  

 

On Main Line Tracks 1 and 2, the LIRR is replacing rail ties that have exceeded their useful life or exhibit signs of damage. It is important that these ties are replaced in advance of certain components of the LIRR Expansion Project (Third Track). The rail tie replacement work in this area is scheduled to take place on Tuesday and Thursday nights through approximately mid-April.

 

Next week, the northwest section of the platform at Merillon Station (the western half of the northern platform) will be removed. This platform work is scheduled to take place April 1-5 during night hours.  

We recognize that this work on the right-of-way can be noisy and disruptive and we apologize to residents who are impacted. The goal is to complete the work as quickly as possible while maintaining safe and reliable operations.

Independent East Nominating Committee Looking for Members

 

The EPOA has announced that the Independent East Nominating Committee is currently looking for members for the coming year. This fifteen member group is responsible for interviewing and selecting candidates for both Village and School Board Trustees from the East. This is a critical committee and one that plays a key selection role for two important Village positions. To be considered, you must currently be a resident of the Eastern section of the Village and a dues paying member of the EPOA.

 

Members elected to this committee will serve on a rotating term basis, meaning that within each year only five members will be replaced. For this year, 5 members will be selected and assigned a term of three years. The time commitment for each year is a few weekday evening meetings in the fall.

 

Anyone interested in participating on the East Nominating Committee should submit their name, address, email address, and phone number to contactus@gcepoa.org. The deadline for submission is April 5th.

Village Centennial Celebration

The year 2019 marks two momentous occasions in the Village – the 150th anniversary of Mr. Stewart’s land purchase and the 100th anniversary of the Community Agreement. A celebration will be held Saturday, May 25, 2019 (with a rain date of Sunday, May 26, 2019) on the fields at St. Paul’s and will include a fireworks display, food trucks, live music and more. The date is tied to the signing of the Community Agreement (May 19, 1919).

Pine Street Water Main Replacement Project

A water main replacement project will begin Wednesday, March 13, 2019 on Pine Street (weather permitting). Work will begin on Grove Street and move west along Pine Street. The project is expected to take approximately four months to complete. This water main replacement will improve overall water quality and flow in your area.

 

Garden City Water Department personnel will be working in your neighborhood on designated days between the hours of 9:00 a.m. and 2:00 p.m. Residents in the area should be aware of possible water service disruptions and possible discolored water as part of this work. This work may cause “rusty” or “cloudy” water. It is recommended that you draw water for drinking and cooking on these days. We also recommend that you try to avoid doing laundry during these times. We apologize for any inconvenience and will try to keep the interruptions to a minimum.

 

All residents are being notified prior to any disruptions in service with informational flyers distributed to their homes. We thank you for your cooperation and patience during this project. If you have any questions, please contact Village Engineer Craig T. Board Adopts Local Law As Protective Measure Ahead of Budget Talks

Solely as a protective and planning measure, the Garden City Board of Trustees adopted a Local Law at its last meeting on February 13, 2019 to allow the Board to override the limit on the amount of real property taxes that may be levied by the Village, as per General Municipal Law. This Local Law would permit the Village, if needed, to adopt a budget for the Fiscal Year commencing June 1, 2019 that would exceed the “tax levy limit.”
 
The Village Board is just commencing budget discussions and has not yet seen a draft budget. Despite many unfounded rumors, the Board emphasized that passing the legislation has nothing to do with any potential St. Paul’s project. As noted by Trustees Louis Minuto and Robert Bolebruch, these rumors circulated on Facebook pages should not be given any credit.
 
Village Counsel Peter Bee emphasized that this Local Law does not raise taxes nor does it direct the Board of Trustees to raise taxes. Rather, it allows the Board to raise taxes above the tax levy limit as defined by General Municipal Law if - and only if - the Board determined that it was appropriate to do so when enacting the budget. “It does not raise taxes by itself. It does not require the taxes to be raised now or in the future,” he emphasized. “It is a good insurance policy to have in place should some extraordinary, unforeseen circumstance come to pass. I do recommend its enactment.”
 
Mr. Bee further recommended that the legislation be reintroduced and voted upon annually. The Board last adopted the legislation back in 2014. In the past, because reserves had gotten low following Superstorm Sandy, it was deemed necessary to raise taxes to replenish the funds until FEMA funds were returned to the Village. For the next four years, however, taxes were not raised to the full extent allowable under the “tax cap.”
 
Trustee Bolebruch noted that over the past five years the Village has averaged a tax increase of just 1.6 percent. “I challenge you to find another Village that has maintained that level of fiscal responsibility,” he said.
 
The Tax Levy Limit Formula consists of three components that contribute to the calculation of what we refer to as the tax cap, according to Village Treasurer Irene Woo. The first of the three components is the Allowable Levy Growth Factor (Inflationary Factor), which is provided by the New York State Comptroller’s Office. The law states that the Village can raise taxes 2 percent or the inflationary factor, whichever is lower. This is what most people refer to informally as the 2 percent tax cap. The inflationary factor for Fiscal Year 2019-2020 is 2.46 percent, which means that for this portion of the overall calculation, the Village is limited to 2.00 percent. In the past four years, the Village has been successful in maintaining the overall tax levy increases at or below the inflationary factor.
 
The second component is the Tax Base Growth Factor, which is provided by New York State Department of Taxation and Finance. This percentage takes into account any new developments and changes in taxable status of existing property in the Village. This factor is 1.37 percent for Fiscal Year 2019-20, Ms. Woo said. This combined with the 2.00 percent, allows the Village to raise taxes to 3.37 percent without piercing the tax cap.
 
The third component is the Allowable Carryover from previous fiscal years. “If you do not raise taxes to the full Tax Levy Limit amount in prior years, a portion carries over into the next year and can be applied to the current year,” Ms. Woo said. 
 
“When you think about the tax cap, it’s not just limited to two percent. The Village is allowed to raise taxes based on all of these factors. That being said,” Ms. Woo added, “as in the past, I do not foresee the Village needing to exceed all those factors to pierce the tax cap in the 2019-20 fiscal year.”
 
Mayor Brian Daughney added, “I think we certainly all agree we’re not intending to go anywhere near it but we are beginning budget talks so we might as well leave options open in case we need to.”
 
“It’s strictly an insurance policy,” Trustee John Delany said. “Plain and simple.”
 
Trustee Minuto voted against the measure, citing more than $200,000 in State aid cuts as well as the Nassau County Executive’s reassessment plan. “Everyone throws rocks at the Board because we raise taxes and it’s not because we sit around saying we want more Diet Coke in the Board Room,” he said. “These guys wave a magic wand and make cuts and we have to eat it. I feel like we give them a pass when we make decisions like this. Maybe we need to get the red pen out instead of doing something like this.”
 
Addressing commentary on social media, Mayor Daughney said the law’s adoption has nothing to do with raising taxes to fund the proposed St. Paul’s plan. “That is absolutely not true,” he said. “We are just starting budget talks. Someone at our meeting wanted to tie comments in the Annual Report to this legislation. First of all, the quote in the Annual Report referred to St. Paul’s ‘or other large infrastructure projects.’ The commentator wanted to ignore the actual words. None of these potential projects have been planned, budgeted or determined. For example, because of the new nationwide water contaminant issues arising everywhere in the country, we may be looking at tens of millions of dollars in water cleaning systems in the near future – that alone may cause us at some point to exceed the tax cap.”
 
Trustee Bolebruch added, “This has nothing to do with St. Paul’s. This has to do with the operational running of the Village and the financial challenges that we face.”

Village of Garden City earns top Moody's Credit Rating

Moody’s Investor Service has published their annual report on Garden City.  This report provides investors with information on key metrics, including financial, demographic and economic factors that encompass the overall credit rating.  According to Moody’s, Garden City’s credit position is outstanding and its Aaa rating far exceeds the median rating of Aa3 for cities nationwide.  Click here to read the full report.

The Village of Garden City and the Garden City Fire Department will hold a blood drive on Friday, February 22, 2019 between 2:00 and 8:00 p.m. in the second floor meeting room of Fire Headquarters, 347 Stewart Avenue. All donors will receive a coupon for a free large sandwich or salad at McDonald’s with another purchase.
To be eligible to donate, you must be between the ages of 16 and 75 (16 and 17 year olds must have parental permission). You must bring your blood donor card or ID with signature or photo.

Joint POA Meeting with Sports Facility Advisory on Wednesday, March 13th

On Wednesday, March 13th at 7:15 PM at Cluett Hall, the property owners’ associations (POAs) will hold a joint POA meeting with Sports Facility Advisory (SFA) regarding the St. Paul’s Project. All residents of the Village are encouraged to attend.

SFA will present and a question and answer session will follow. In addition to representatives from SFA, Village representatives will be available to assist with the discussion.

The primary objective of this meeting is to receive input from the residents to help the Village design the facility and figure out the appropriate use of the facility within the proposed project. This is the first step in determining what we as a community can do with St. Paul’s, if something gets built. We hope you will make every effort to attend.

EPOA to Host Mayor to discuss St. Paul’s on Wednesday, February 27th

The Eastern Property Owners’ Association (EPOA) will host its next public meeting on Wednesday, February 27th at 7:30 PM at the Senior Center on Golf Club Lane. The meeting will cover several topics affecting the community and will provide residents the opportunity to raise other items of interest. There will also be updates from the EPOA Officers and Directors, East Trustees, and Recreation Representatives.

 

At this meeting, the EPOA is pleased to host Mayor Brian Daughney as its guest speaker. Mayor Daughney will focus his talk on updating residents regarding the progress of the St. Paul’s project. A question and answer session will follow. This is an important discussion and we hope you will you make every effort to attend.

EPOA Seeks Candidates for Board of Directors

The Director and Officer Nominating Committee of the Eastern Property Owners’ Association (EPOA), which nominates candidates for officers and directors of the EPOA, is accepting resumes from interested residents of the East who would like to serve on the board of directors in the 2019/2020 year that commences after the June 2019 annual meeting.

All directors and officers of the EPOA must be voting members of the EPOA.  A voting member is any member who has qualified to vote by paying the annual membership dues of $20.

If you are interested in serving as a director of the EPOA, please send a letter and resume stating your interest and qualifications to the Corporate Secretary of the Eastern Property Owners’ Association, P.O. Box 7525, Garden City, NY 11530.  You may alternatively email your information to contactus@gcepoa.org.  The committee will convene in the next few weeks.  No sitting EPOA director or officer serves on the nominating committee. 

Applicants will be contacted by the committee chairperson to set up an interview when they begin the nominating process.  The deadline for receiving applications is March 18.

 

Water Tower Replacement

The Village continues performing prep work for the water tower replacement project off of Old Country Road. Please be advised that during this week and next, in preparation for the water tower demolition, the Garden City Water Department will be performing system tests that could affect the entire Village. While this is being done, you may experience temporary disturbances in your water service, similar to when hydrant flushing occurs in the spring. Unfortunately, this work cannot be conducted overnight. Due to this, you may experience temporary fluctuations in water pressure and/or temporary water discoloration during the course of the day. However, the water is safe to use. We anticipate these inconveniences to only last one to two days. Here are some recommendations you can follow in preparation: 


· Draw water for cooking ahead of time

· Store bottles of water for drinking

· Be sure to check the water quality before using your washing machine or dishwasher 

 

In addition, you might also notice fire hydrants in your area open and flowing. This is part of the work being done, and it will have no effect on fire protection in your area. If you have any questions please contact the Garden City Water Department at 465-4020.

Demolition of the actual tower is slated to begin in early February, after the Village finishes replacing valves and completing other related work to allow for the Village to rely on West Hempstead’s water system and provide access to the site. The new tower is expected to be completed by late fall of 2019.

EPOA Hosts Resident Electors’ Meeting

On January 15th, the Eastern Property Owners’ Association (EPOA) hosted its Resident Electors’ Meeting at the Senior Center on Golf Club Lane. The EPOA introduced Mark Hyer as the East’s candidate for the position of Village Trustee for the two-year term commencing in April 2019. Mr. Hyer was unanimously proposed by the Independent East Nominating Committee, which consists of volunteers residing in the East. The EPOA would like to congratulate Mr. Hyer and thank him for his commitment to serve our Village.

 

The January meeting also included a number of updates from EPOA Officers, Directors, and Liaisons as well as East Village and School Trustees. Additionally, the EPOA announced that it will once again award a $1,000 scholarship to a graduating high school senior who resides in the Eastern section of the Village. 2019/20 Village Budget Work Sessions Announced

The Village Board of Trustees will be conducting work sessions to review the proposed 2019/20 Operating/Capital Budgets on:

  • Work Session 1:  March 7, 2019
  • Work Session 2:  March 12, 2019
  • Work Session 3: March 21, 2019
  • Work Session 4: March 27, 2019 (if needed)

All work sessions will be held 7:30 p.m. to 9:30 p.m. in the Village Hall Board Room, unless otherwise noted.

STEWART FIELD PROPERTY

The Mayor executed a license agreement with Nassau Country permitting the Village to access certain property adjacent to Stewart School and to utilize it for public parking and ballfields access, as well as to promote access to the historical site of the Vanderbilt Motor Parkway. The Village has been engaged in negotiations with Nassau County government for some time regarding the parcel of land just north of Stewart Field. It has been the hope of the Village to use that area for additional parking. “The County government has a complex system of approvals that have caused that negotiation to extend over a protracted period of time,” Village Counsel Peter Bee said. “Fortunately I understand the Mayor wound up having a conversation with one of the deputy county executives and suddenly a flame was lit and things began to move. We were successful, in getting - in short term, a license agreement to utilize that location and to improve it.

The license agreement itself recites that it is in contemplation to have a longer term lease but the lease approvals require a substantially longer period of time as they must go through the county Legislature. Between now and when the lease agreement is completed, the county is giving us a permit to occupy the area, clear it and use it for parking.” Officials are hoping to have the area cleared by late spring and will spend up to $200,000 for any work that the Village deems necessary to clear decades of overgrowth in the area in order to make the land usable for much-needed parking at the site. “We’ve tried to address the parking at Stewart Field for a long time,” Mayor Brian Daughney said. “This actually does a lot of things. This addresses our parking problem, it clears out overgrowth, it helps us promote the Vanderbilt Motor Parkway. We will get additional parking for about 45 cars.”

National Grid Reliability Project to Impact the Mott Section

National Grid is making a multi-million dollar investment to modernize the natural gas system in Northwest Nassau County. This project, known as the Northwest Nassau Natural Gas Reliability Project, is intended to improve safety and reliability, and provide Long Island’s gas system with greater operational flexibility. It will also improve National Grid's capacity for economic growth.  This project will impact Garden City Residents particularly those who reside in the Mott section. 

National Grid intends to install a 24 inch gas main beginning north from Stewart Avenue, continue on Wetherill Road, Transverse Road, Lefferts Road, Fair Court and Washington Avenue. Construction is anticipated to begin in June 2019 and continue throughout the summer. 

Representatives from National Grid gave a presentation at the December 6th Village Board of Trustees meeting discussing the route they will take with the gas main and the time table for the work.  East Trustees John Delany and Mark Hyer were clearly concerned about the project that is proposing to run the 24 inch gas main through the middle of a residential neighborhood.   Trustees Delany and Hyer thoroughly questioned the National Grid representatives on the details of the project.  Trustee Delany asked if all optional routes had been thoroughly investigated and considered including using County Parking lots to which the representatives stated that parking lots are not safe locations to run gas mains.  Other possible routes discussed at the meeting claimed to have complications with other utilities or would add to the distance and cost which National Grid seemed unwilling to consider.    Other members of the Board of Trustees also questioned the representatives from National Grid and raised other concerns including restoration of the roads and property after the work was completed.  Toward the end of the meeting the Board of Trustees and Village Counsel requested that National Grid share their documents and information that led them to the conclusion that the proposed route would be the best for all parties involved. The National Grid Representatives agreed to share the documents and information.

On December 6th EPOA Vice President Steve Ilardi presented the Village Board of Trustees with a donation to fund the new flagpole recently installed near the Rainbow Monument off Clinton Avenue. As a celebration of 100 years of the Eastern Property Owners’ Association, the EPOA proposed the flagpole which was funded from contributions as well as from a donation from the Camp Mills 69th Army Regiment.

Additional landscaping and lighting will be installed by the Village in the coming months. The EPOA would like to thank all of the parties involved who helped make this project a success.

EPOA Sponsors Sock Drive, Hosts Deputy Village Administrator at its November Meeting

The Eastern Property Owners’ Association (EPOA) hosted its final public meeting of the calendar year on November 20th at the Senior Center on Golf Club Lane. The November meeting was highlighted by the EPOA’s “Sock Drive.” As part of the EPOA’s mission to serve as a civic association for residents of the East and in anticipation of the holidays, the EPOA invited residents and attendees to donate socks, one of the greatest needs of those less fortunate, to The Interfaith Nutrition Network in Hempstead. The EPOA would like to thank all those who donated for their generosity and to EPOA Corporate Secretary Jonathan Debrich for organizing this event.

 

The EPOA was pleased to host Deputy Village Administrator and Superintendent of Public Works Joseph DiFrancisco as its guest speaker. Mr. DiFrancisco gave a thorough update on the state of infrastructure and upcoming projects in the Village.

Independent GC East Nominating Committee Supports Mark Hyer for Village Trustee

The independent Garden City East Nominating Committee has voted to support the nomination at the January 2019 Resident Electors’ meeting of Mark Hyer for the position of Village Trustee from the East for a two-year term commencing in April 2019. The vote was unanimous with 4 members absent and not voting.

Nominating Committee members who interviewed Trustee Hyer were impressed with his command of matters affecting the East and the Village as well as the many hours he devotes to his trustee position. He currently serves on the Board of Police Commissioners and the Committee to Fill Vacancies on Boards and Commissions and was previously the Chairperson of the Traffic Commission and a representative of the Finance and Audit Committee.

Mr. Hyer spent just over 20 years with the New York City Police Department, where his assignments included managerial positions in law enforcement and administration and where he developed hands-on practical skills in union issues, personnel supervision, operations management, budgeting, purchasing, contract review and construction oversight.

After retiring from the NYPD with the rank of Sergeant, Mr. Hyer has held several positions in the private sector, including nine years as the Director of Security, Telecommunications and Transportation for Forest Hills Hospital within the North Shore/Long Island Jewish Health System. He is currently a consultant for a security/emergency management company specializing in emergency preparedness training.

As Mr. Hyer indicated, “During my first two year term on the Board of Trustees, I have learned a lot about how our village operates and what it takes to be an effective trustee. There is still a tremendous amount of work to be done and I look forward to working with our residents for the next two years to make our village the best possible place to live, work, and raise a family.”

Additional proposals for nomination as a Village Trustee may be made by petition filed with the Corporate Secretary of the Eastern Property Owners’ Association (“EPOA”) at least 30 days prior to the January electors’ meeting and signed by not less than 15 resident electors. Any nominating petition so filed shall, in addition, set forth the residence addresses of the signers, the names and addresses of the persons proposed for nomination for Village offices and the offices for which they are proposed.

The Resident Electors’ meeting will be held on January 15, 2019, at the Senior Center on Golf Club Lane. The Corporate Secretary of the EPOA is Jonathan Debrich. His address is 90 Huntington Road, Garden City.

Rainbow Monument Flagpole

Installation of a flagpole on the grounds of the Rainbow Monument is complete. Lighting is being installed and the Street Department is installing Belgium blocks around the base and the Parks Department will be doing landscaping, according to Department of Public Works Superintendent Joseph DiFrancisco.

As a celebration of 100 years of the Eastern Property Owners’ Association (EPOA), the EPOA proposed the flagpole and is funding the cost from contributions as well as from a donation from the Camp Mills 69th Army Regiment.

Residents may notice a second flag being flown underneath the American flag. That flag is the official flag of the Rainbow Division. “When we decided to install the flagpole I reached out to Colonel Paul Fanning who coordinated the Rainbow Division’s 100th anniversary ceremony last year. I told him we were installing the flagpole and that I thought it would be a nice idea to fly the Rainbow Division flag at the site. He agreed and provided us with a flag to fly, along with a spare,” Mr. DiFrancisco said.

The EPOA is pleased to host Joseph (Joe) DiFrancisco, Superintendent of Village’s Public Works and Deputy Village Administrator, as its guest speaker at the November 20th meeting. Joe will provide an update on village projects as well as the installation of a flagpole to commemorate 100 years of the EPOA near the Rainbow Monument off Clinton Avenue, which was funded by contributions from the EPOA’s April public meeting and a donation from the Camp Mills 69th Army Regiment. As further celebration of the EPOA’s Centennial, a pictorial history exhibit will be on display on the lower level of the Garden City Public Library during November.

 

As part of the EPOA’s mission to serve as a civic association for residents of the East and in anticipation of the holidays, the EPOA will be conducting a “sock drive” at its November 20th meeting. Socks are one of the greatest needs for those in need, particularly as we approach the winter season. The EPOA would like to encourage all attendees to please bring at least one pair of socks (new socks only; greatest need is for black or dark-colored adult cotton socks) to the November 20th meeting. All donations will be delivered to The INN (Interfaith Nutrition Network) in Hempstead.

EPOA & MTA/LIRR Joint Statement

 

As of follow-up to the Garden City Eastern Property Owners’ Association ("EPOA") October 9, 2018 public meeting with MTA/LIRR representatives, the EPOA, Village Trustee Mark Hyer, Senator Kemp Hannon (kemphannon.com), and Assemblyman Ed Ra (nyassembly.gov/mem/Edward-P-Ra) met with a MTA/LIRR representative at the St. James Streets Rail Line between Washington Avenue and Clinton Road in Garden City ("St. James Streets Rail Line") for a site visit on October 25, 2018. The purpose of the site visit was to discuss late night trains, train idling, and overall usage of this line.

Background regarding MTA/LIRR Usage of the St. James Streets Rail Line

MTA/LIRR uses this rail line for system-wide railroad maintenance, operations and construction support activities. Work on this track is not specifically related to the Third Track Expansion Project.

In response to resident concerns specific to the St. James Streets Rail Line, MTA/LIRR has put in place long-term strategies effective immediately, which are summarized below.

Long-term Strategies

1) Contractor Control: MTA/LIRR personnel at the highest levels, including the President, are aware of resident concerns specific to the St. James Streets Train Rail Line. In response, the MTA/LIRR implemented oversight and control measures with respect to third party contractors that work on this line.

2) Idling Trains: Trains will no longer idle for extended periods of time during warmer weather due to MTA/LIRR Smart Start Technology which turns idling trains off automatically generally within one hour. This feature is not available at temperatures below 30º F. However, the MTA/LIRR will make efforts to not park idling locomotives on this stretch of the rail line for extended periods of time, unless necessary.

3) Late Evening Track Usage:

The MTA/LIRR is sensitive to off hours track work on the St. James Streets Rail Line with the goal to limit any late night train usage to the extent feasible.

In the event the MTA/LIRR, in advance, plans to use this rail line during the late evenings, the MTA/LIRR will notify the Village of Garden City in advance so nearby residents can be made aware. In case of emergency or sudden need to use the rail line in short order, the MTA/LIRR will need to use it without notice.

Future Relations with the MTA/LIRR

The MTA/LIRR wants to be a good neighbor and has indicated that it will keep an open dialogue with the Village and the EPOA for the benefit of all of the parties involved. For further information, please contact the EPOA through the links below.

Over the years, the Garden City religious community, in all its expressions, has come together in solidarity and friendship in exemplary ways. We need each other particularly at this sad and frightening time.

We will gather as a community - clergy and congregants alike - this THURSDAY, NOVEMBER 1st, 7:00 PM, at the Garden City Jewish Center, 168 Nassau Blvd., Garden City, NY.

JCC Seeks Volunteers for the Citizen’s Budget Review and Advisory Committee

The Joint Conference Committee, which consists of the Presidents and Vice Presidents of the four property owners’ associations, is looking for volunteers for the Citizen’s Budget Review and Advisory Committee (CBRAC).  This important group plays a critical role during the Village’s annual budget process.  In partnership with the various Village departments and Trustees, they review information, solicit suggestions and make recommendations on potential cost savings and improvements to our Village operations. This is a two year appointment and most of the Committee’s work occurs in the first and second quarter of the coming year.  Some financial background is helpful, since the CBRAC also reviews budget information from all Village departments.  If you are interested, please send your name and background information to danielle@kilkenny.us by Monday, November 12.  

Garden City East Nominating Committee Seeks Candidates for Village Board Trustee

The independent Garden City East Nominating Committee is seeking candidates for Village Board Trustee. The Village Board Trustee representing the East will serve a two-year term, commencing in April 2019.

Prospective candidates must submit their name, address, contact information including phone number and email, and a brief summary of their personal/professional background, as well as their qualifications, and the reasons for interest in the trustee position. The chairperson of the nominating committee will contact the candidates and schedule interview dates in November after the closing date for applications.

The deadline for submission is November 9th, 2018. Interviews are scheduled to be conducted on Tuesday, November 13.

The name of the person selected by the GC East Nominating Committee will be placed in nomination at the January 15, 2019 meeting of Resident Electors, barring any additional proposals for nomination made by petition pursuant to EPOA procedures.

Garden City Ambulance Service

At its September 20, 2018 Board meeting, Trustees unanimously adopted a two-year agreement with NYU Winthrop to provide ambulance service within the Village, subject to official start date, housing placement and completion of the contract. The contract will provide at least two ambulances, each of which will have one EMT and one paramedic aboard.

Currently, the Village has an agreement with Nassau County to provide ambulance service, with one ambulance stationed at the Garden City Water Works building. The current provision of services from the County requires that a Village police officer leave the scene and travel with the ambulance to the hospital, and the Village loses the services of the officer for an extended period of time. From an operational perspective this loss of a patrol officer is no longer economical and lessens police coverage on our streets.

 

Mayor Brian Daughney publicly thanked Trustee Mark Hyer and members of the Fire Department for their many hours of research and discussions with various parties and potential providers. Trustee Hyer thanked Police Commissioner Kenneth Jackson and Inspector Michael Doyle for their assistance as well.

 

The switch to a private service provider was one of the items on the Board’s priority list adopted in 2017. During deliberations, there were public presentations from several providers, including Northwell Health and NYU Winthrop

EPOA to Host Meeting on Tuesday, October 9th at the Garden City Firehouse

 

The Eastern Property Owners’ Association (EPOA) will host its first public meeting of the 2018-2019 term on Tuesday, October 9th at 7:30 PM at the Garden City Firehouse (347 Stewart Avenue). Please park in the Village Hall or Firehouse parking lot, which is permitted during the evening.

The meeting will cover several topics of interest affecting the community and will provide residents with the opportunity to raise other issues of interest with the East Trustees and EPOA Directors. The guest speaker for this meeting will be Vanessa Lockel, a Government and Community Affairs representative with the MTA Long Island Rail Road (MTA/LIRR). Ms. Lockel will provide an update on MTA/LIRR operations in Garden City and will be available to discuss concerns raised by residents regarding the usage of the Saint James Streets train line.

At this meeting, the EPOA will honor two long-time EPOA volunteers, Althea Robinson and Bill Bellmer who have served Garden City residents with distinction for many years. This meeting will also be the kickoff to the 2019 membership drive (go to www.gcepoa.org or Venmo @GCEPOA to sign up). Your membership dues cover our communication-related expenses and we greatly appreciate your support.

After the meeting, please join the EPOA for refreshments in the continued celebration of the EPOA’s 100 year anniversary. Beginning in November, there will also be a pictorial history exhibit on the basement level of the Garden City Library. In addition, due to the contributions from the EPOA’s April celebration and public meeting 50/50 raffle and a donation from the Camp Mills 69th Army Regiment, a flagpole to commemorate the EPOA will be installed near the Rainbow Monument off Clinton Avenue.

Rock for Kids Fundraiser

The TMA is holding a cool music benefit with the Garden City Friends of Music at Leo’s Midway Restaurant on Saturday, Sept 29th at 9PM. Bands include local musicians El-Kabong and Will Sing for Food. All donation goes towards promoting music education at Garden City Public Schools.

All funds raised through the Garden City Friends of Music go towards music programs and education for the Garden City Public Schools.

Building Department Mailing Final Open Permit Notices

As previously advised during the time frame of April/May 2018, as per LL 4-2017 enacted by the Board of Trustees, the Building Department is providing Final Notice as required by Zoning Code §68-9 (Open Permits) to open permit holders in the Village.  When this process started the Building Department did have over 3,100 letters with an overall total of close to 6,000 open permits shown as "open". 

 

 

These letters will identify the permit(s) still showing up as "open" in the system. The Department previously placed two ads in the Garden City News as required by the local law while personnel worked on the actual individualized letters. As permits in each resident's home are not all the same, residents are asked to contact the Department of Buildings at 516-465-4040 in order to know exactly what is needed or required to close their specific permit(s) out and obtain the final certificates required.

LIRR Third Track Update

 GARDEN CITY & GARDEN CITY PARK

The LIRR Expansion Project from Floral Park to Hicksville, one of the region’s most significant transportation infrastructure projects, is now underway throughout the communities along a nearly ten mile stretch of mainline track.

During the month of September, you will see construction crews performing work in Garden City and Garden City Park. Specifically, crews will continue to conduct pre-construction inspections of the existing conditions of structures surrounding worksites. Along the right-of-way, crews will also clear overgrown vegetation. By way of explanation:

This work will include tree removal and stump grinding along the right-of-way near the Merillon Avenue Station

Existing Structure Surveys

Vibranalysis Inc., an independent consulting firm, will perform the survey

Inspection consists of photographs and written documentation, recording the existing conditions of the interiors and exteriors of the structures surrounding the site

The Village Seeks Residents for the Zoning Board of Appeals

The Village of Garden City depends upon its residents to function and perform many valuable services.  The Village has an opening on the Zoning Board of Appeals.  The Zoning Board of Appeals interprets the Village’s Zoning Code and makes decisions on applications for variances and special permits.  This Board consists of five members and one alternate member who serve for five-year terms.  For more information on this Board, please visit the Incorporated Village of Garden City website at www.gardencityny.net.

 

The four Property Owners’ Associations (POAs) help the Village identify candidates and positions which are allocated among residents from the four sections of the Village, with additional positions at large.  If you are interested in applying for a position on the Village’s Zoning Board of Appeals, please email the Chairperson of the POAs’ Joint Conference Committee, Robert Bommarito, at rbommesq@gmail.com.  Please submit a resume or similar information describing your interest and qualifications for this position. 

 

Stewart Avenue Fields Parking

In order to address some of the parking concerns by the Stewart Avenue Fields, the Village is working with Nassau County to lease county-owned land at the end of Raymond Court for at least 20 years.  As part of this lease, the Village would agree to clear the land, use it for parking for about 35 cars, and put up signs to promote the historical LI Motor Parkway.  The Village will work with Con-Kel Landscaping on estimating the costs for clearing the land, putting down gravel, and installing a gate. These costs would constitute the lease costs.  In the event the County terminates the lease early, the County would have to repay the village for the costs.  

Blood Drive at Garden City Fire Department

Long Island Blood Services will hold a blood drive at the Garden City Fire Department, 347 Stewart Avenue on Thursday, July 26th from 2:00 PM to 8:00 PM.  Area hospitals are in need of local residents’ help. Each donor will receive a $6.00 Fandango promotional code for movie tickets.  Minimum weight for donors is 110 lbs, must be 16 - 75 years old (16 year olds must have parental permission).

Meeting Regarding St. Paul's Concept Plans July 17 at GC Casino

The Board of Trustees and members of staff have been working with three architectural and engineering firms to develop a concept for creating a recreational, performance and community-based use for the Main Building at the former St. Paul’s School.

The first of several public presentations will be held on Tuesday evening, July 17, at the Casino building at 7:00 p.m.

The Casino building is located at the corner of Cathedral Avenue and Sixth Street. This is just the first of several presentations. Note that the Casino building holds only a limited number of persons. So if you cannot get in or may be away – don’t worry. We will get the information out and onto our website and will have additional presentations. If you cannot get in – we apologize in advance. At this time, we expect additional presentations to be made on Saturday, July 26. We do not have a facility large enough to allow for everyone who may be interested to attend the same presentation or at the same venue. Certain venues such as the Field House or Cluett Hall do not have air conditioning or are not physically conducive to audio visual presentations.

The presentation will consist of pictures, Powerpoint and video presentations. Our experts will be in attendance and will review the concept. As stated above, we anticipate adding more presentation dates as well and will make the materials available on the Village website. We plan on making considerable efforts to get information on the concept plans to our residents. We hope that you can attend one of the presentations, which will be on different dates and at different times over the next several weeks to accommodate residents’ work and vacation schedules and the summer weather.

EPOA Updated Summary of 555 Stewart Avenue Proposed Development (Dated 06/08/2018)

 

Below is a summary of the development at 555 Stewart Avenue based on presentations at public village, school, and EPOA meetings, which updates our prior summaries from November, January, and early June. On June 21st, the Village’s Board of Trustees approved the rezoning of this property to permit the Developer to build 150 rental units. The EPOA has provided input to village and school trustees, village employees, and the Developer representative about this development and will continue to update residents as the plans are reviewed by the Village’s Architectural Design Review Board, Planning Commission, and other related village boards. Please understand that the Village’s volunteer Board of Trustees has significant legal obligations to consider in reviewing this and other developments and we ask for your patience and respect to our Board.

Project Details:

The building at 555 Stewart Avenue is planned to be a 150 rental apartment building for 20 1-bedroom (approx. $3,800/month); 115 2-bedrooms (approx. $4,250/month); and 15 3-bedrooms (approx. $5,500/month) apartment rentals. In accordance with the village’s legal obligations, 15 of these units will be classified as "Affordable" at lower rental prices.

The building complex will be "U" shaped with the "opening" of the "U" facing west. The rear of the building will be 4 stories and the wing closest to Stewart Avenue will drop to three stories, then two stories. The north wing will most likely have a fitness center above the second and third story apartments, but these finer details are still under review by the Developer.

There will be 42 short-term/visitor parking spots at grade level and there will be a two-level underground parking garage with 301 parking spots for a total of 343 parking spots.

Schools: Based on existing data for this type of multi-family building, the village’s consultant H2M anticipates 36 school age children residing at this location (go to "Zoning Change Review Projects" at www.gardencityny.net for the report). Although the Developer will pay the village the full amount of assessed village taxes, the Developer has indicated that it will go before the Industrial Development Agency ("IDA") for a 20-year Payment in Lieu of Taxes (or "PILOT") for school taxes, relief from sales tax on construction material, and mortgage recording taxes. The village has no jurisdiction regarding the IDA request or procedures. The Developer indicated it would inform the village if and when an IDA hearing is scheduled.

Traffic: The Developer’s traffic study performed by Cameron Engineering concluded that there would be no significant increase to the traffic already in the area. The existing traffic light currently on Stewart Avenue for the 555 parking lot will be moved about 25 feet west to line up with the entrance of this new development and there will be other adjustments to allow for an eastbound left turning lane into the complex. The village’s own traffic consultant, H2M, reviewed Cameron Engineering’s study (go to "Zoning Change Review Projects" at www.gardencityny.net for these reports).

Raymond Court: The EPOA has requested and will continue to request that the Developer work closely with our neighbors at Raymond Court to limit the negative impacts of this building (e.g., traffic buffer, lighting, etc.).

Future Planning: The EPOA encourages residents to engage with their local Central, East, Estates, and West property associations (or "POAs") and parent teacher associations (or "PTAs") to stay informed about 555 Stewart and other commercial developments currently under consideration at Ring Road (near Maggiano’s Restaurant) and 550 Stewart Avenue. The EPOA takes these commercial development plans seriously.

JCC Accepts 2018 CBRAC Budget Review Report

The Joint Conference Committee (JCC) sincerely thanks the members of this year’s Citizen’s Budget Review and Advisory Committee (CBRAC) for their service in assisting and advising the Property Owners’ Associations in connection with a review and analysis of the financial systems, procedures, operations and budget of the Village.

CBRAC is a volunteer committee appointed by the JCC and is comprised of two representatives from each of the four Property Owners’ Associations. Committee members are tasked with the objective of analyzing and evaluating the current fiscal year budget, and providing strategic and specific recommendations to the Board of Trustees (BOT), as well as reporting its recommendations to the JCC. According to the CBRAC, this review was supplemented with interviews with department management and, on occasion, other external, third party research. Additionally, CBRAC members participated in public work sessions held by the Village of Garden City and the BOT.

This year’s CBRAC members included Danielle Kilkenny (Chairwoman), Joseph Caroselli, Patrick Corrigan, Rochelle Dincesen, Richard Vallely, and Tom Walsh. At the conclusion of their task, they distributed a report to the JCC and the Village Trustees. 

The CBRAC report also includes analysis and recommendations by village department, as well as for the public library. The JCC thanks the CBRAC volunteers for their many dedicated hours in preparing this report.

The Eastern Property Owners’ Association (EPOA) hosted its Annual Meeting at the Senior Center on Golf Club Lane on Monday, June 4th. This meeting marked the end of the 100th term for the EPOA. The Directors of the EPOA would like to thank all of the Village residents who participated in EPOA meetings throughout the year.

 

The EPOA’s Annual Meeting was highlighted by two awards given to EPOA volunteers who have served the EPOA and East residents with distinction over the past six years. Bob Martin was honored for his service as the East School Trustee and Ken Moody was recognized for his six years of service as a representative for Cultural & Recreation Affairs.

 

The EPOA would also like to congratulate Danielle Kilkenny and Philip Foote who were elected as new Directors and Jonathan Debrich who was elected as Corporate Secretary. The EPOA wished farewell to departing Junior Ambassadors Tommy Flanagan (attending Lafayette College) and Nick Bambino (attending University of Richmond), both of whom made valuable contributions to the EPOA over the past two years. The EPOA is pleased to welcome two new Junior Ambassadors, Delaney McKenna and Jaimie Murray, who will join the EPOA this fall.

 

The EPOA’s Annual Meeting included a number of updates from EPOA President Tom Hogan, East Village Trustees John Delany and Mark Hyer, and School Trustee Bob Martin. The EPOA will continue its celebration of 100 years with a family picnic on Saturday, September 22nd at Grove Park. Please save the date. EPOA Sends Public Comment Letter to EPA Regarding Water Treatment Facilities

Dear Ms. Henry:

 

On behalf of the Board of Directors for the Garden City Eastern Property Owners' Association (the "EPOA"), which promotes property interests for the 2,800 households in the Eastern Section of Garden City, I thank you for the opportunity to comment to the Environmental Protection Agency (the "EPA") regarding the Proposed Plan for Remedy for Operable Unit Two at the Old Roosevelt Field Contaminated Groundwater Area Site (the "Proposed Plan"). Although the installation of water treatment facilities seems to be a positive development in terms of water quality, nearby residents are concerned about installation locations and therefore, the EPOA requests that the EPA: (i) work closely with the Village ofGarden City and EPOA regarding the details and progress of this project; (ii) utilize the EPOA as a partner in discussing the location of the treatment facility installations; and (iii) is respectful and mindful of nearby residents.

The Proposed Plan describes three alternatives in addition to no action by the EPA. Alternative 2 concerns the installation of an extraction well on the median of Garden Street and a new treatment plant near Grove Street. Alternatives 3 and 4 concern the installation of in-well vapor stripping systems and approximately 47 injection wells, respectively, along the median of Garden Street. With respect to these 3 alternatives, Grove Street is a densely populated area and we ask that the EPA limit the negative impact on resident homes in terms of the duration and scope of any necessary construction related to this project. Further, in Alternative 2, due to the size and potential resulting noise from the treatment plant, we recommend that this plant be built in a place that is least impactful to nearby residents as well as to patrons of Grove Park.

Due to the timing of the comment period and information provided to date, the EPOA has not had an opportunity to review the Proposed Plan in detail and therefore, as noted above, we ask that the EPA continue to work closely with the village and EPOA on this project.

The Department of Buildings has begun mailing “Open Permit" letters as per Local Law 4-2017. These letters are parcel specific and residents whom have an open permit covered under this Local Law will receive a letter.
 
These letters will identify the permit(s) still showing up as "open" in the system. The Department previously placed two ads in the Garden City News as required by the local law while personnel worked on the actual individualized letters. As permits in each resident's home are not all the same, residents are asked to contact the Department of Buildings in order to know exactly what is needed or required to close their specific permit(s) out and obtain the final certificates required.

The Department did have over 3,100 letters with an overall total of close to 6,000 open permits shown as "open" and staff is doing its best to speak to each and every resident when they call. Please be patient as the Department deals with the large call volumes these letters are generating. Steps or information needed to correct these open permits will be provided to each caller. Some require additional time as most permits are not current and are older than 5+ years.
 
As Department personnel goes through the first wave of calls, and as homeowners provide the required documents or have the required tests needed, Department personnel will perform final inspections to close the permits out as quickly as possible. Once staff has processed a large amount of closeouts, a second notice will be sent out prior to the October 2018 deadline. Second notices will only go out to residents whom still have open permits or ones which have not been resolved.
 
Department of Buildings personnel will do their best to make sure this process is as smooth as possible.

The Eastern Property Owners’ Association (EPOA) hosted its “Centennial Celebration” and public meeting on Wednesday, April 11 at the Garden City Fire House. The event served as the kickoff celebration of the EPOA’s 100 years of service to residents of the East. The EPOA would like to thank all current and past directors for their years of service to the Village and to the Garden City Fire Department, particularly newly elected Third Assistant Fire Chief Neil O’Malley, for generously hosting the event. In addition, thank you to the Directors on the EPOA Centennial Celebration Committee (Barbara Garry, Joe Moody, Barbara Moore, and Jennifer Sullivan) in making the event a great success.

 

The EPOA was thrilled that 14 past EPOA presidents were able to participate in the celebration: M. John Pittoni (1977-78, 1990), Maureen Clancy (1981-82), John Halloran (1987), Dorothy Episcopia (1988-89), Roger Eltringham (1992-93), Jon Segerdahl (1999-2000), Nicholas Episcopia (2001-02), Robert Stark, Jr. (2005-06), Dennis Donnelly (2007-08), Walter McKenna (2009-10), Judy Courtney (2011-12), Christine Mullaney (2013-14), and Joe Moody (2015-16).

 

The EPOA’s celebration of 100 years of service will continue throughout 2018. At the Centennial Celebration, Corresponding Secretary Paul Dircks and Director Bob Rymers ran a 50/50 raffle to support the installation of a flagpole to commemorate 100 years of the EPOA. The winner of the raffle, Director Andy de Lannoy, generously donated all of his winnings to support the memorial. Other events to come include a pictorial history exhibit and a family picnic later this summer. Please look for more information later this spring.

EAB Solar Panel Discussion

The discussion about solar panels sponsored by the Garden City Environmental Advisory Board has been rescheduled for Monday April 9th at the Senior Center on Golf Club Lane starting at 8:00PM.  Four Garden City homeowners will speak about their experiences with their residential solar installations.  A representative from Adelphi will also speak.  If you are considering installing a solar system on your house, this is your chance to find out how it worked for some GC homeowners, and ask any questions that you might have.

The Eastern Property Owners’ Association (EPOA) was honored to host Police Commissioner Jackson and Lieutenant Braun at its February meeting, which was held on February 26 at the Senior Center on Golf Club Lane. Commissioner Jackson provided an overview of recent police activities and issues affecting Garden City residents. Further, Commissioner Jackson discussed safety in our public schools and responded to several resident questions. In connection with this discussion, the East School Trustee, Bob Martin, indicated that on March 7, the Garden City Board of Education (BoE) will host a public meeting on school safety at Garden City High School at 8:15 pm. In connection with the EPOA’s Environmental Report, the EPOA notified residents that on March 7, the Environmental Protection Agency (EPA) will be hosting a public meeting at 7:00 pm at Village Hall to explain the proposed cleanup of contaminated groundwater at the Old Roosevelt Field Contaminated Groundwater Area Superfund Site. Superfund Site Update

Recently News 12 Long Island reported about the Superfund site by the Roosevelt Field Mall.  This is not new information, as this area became a federal Superfund site in 2000, and the Environmental Protection Agency (EPA) finalized a plan a decade ago to clean up the western portion of the site. About six years ago, the EPA found an additional contaminated area south of Old Country Road and east of Clinton Road. To address concerns regarding water quality, the Village of Garden City  installed an air stripping treatment system previously to remove volatile organic compounds from the raw water and Nassau County regularly conducts water well sampling and analysis of the public supply wells. EPA has now come up with a plan to install a groundwater extraction well and a treatment plant near Garden and Grove streets, which is a positive development. Special Board of Trustees Meeting

NOTICE IS HEREBY GIVEN, that the Board of Trustees of the Incorporated Village of Garden City, New York, will hold a Special Meeting of the Board of Trustees at 351 Stewart Avenue, in said Village at 7:30 p.m. on Thursday, the 15th day of February 2018, for a “work session” at which meeting a quorum of the Garden City Planning Commission is also expected to be in attendance and to participate, for the purpose of discussing the topic of “Downtown Streetscape” and any other business as may lawfully come before the Board.

New Gas Mains

National Grid, in an effort to improve gas service to residents in Garden City will begin mobilizing and installing new gas mains on or about  February 12, 2018  on the following streets:

 

 

  1. Grove Street - Garden Street to Brook Street
  2. Brook Street - Boylston Street to Grove Street
  3. Chestnut Street - Boylston Street to Grove Street
  4. Locust Street - Boylston Street to Grove Street
  5. Poplar Street - Boylston Street to Grove Street

 

The project is expected to take  approximately 3-4 months to complete. Any sidewalks and or grass areas that are disturbed will be fully restored by National Grid. The new mains will be installed by directional drilling methods which will minimize disturbance to the roadways however temporary road closures may occur to allow for construction work.  Residents however will have access to their driveways at the end of each day. The road will be open for emergency vehicles. Notices will be handed out by National Grid to residents in the project area informing them of the scope of the project as well as providing contact information.

 

EPOA seeks Junior Ambassadors

The Garden City Eastern Property Owners’ Association (EPOA) is seeking applications for candidates to be considered for Junior Ambassador positions for the years 2018-2020. This program is designed to introduce high school sophomores entering their junior year to Village government through participation in EPOA meetings, attendance at government meetings, and promoting civic participation in our community. This is an exciting opportunity for students to become involved in local affairs and to learn about our unique form of local government.

The Junior Ambassador program is designed as a two year commitment encompassing junior and senior years. Preference will be given to students who reside in the Eastern section of Garden City and whose families are dues paying members of the EPOA.

EPOA Introduces Village and School Trustees at January Meeting

On January 16th, the Eastern Property Owners’ Association (EPOA) introduced John Delany as the East’s candidate for the position of Village Trustee for the two-year term commencing in April 2018. Mr. Delany has been a Village Trustee since 2015. Mr. Delany is the Chairman of the Village’s Environmental Advisory Board (“EAB”) and serves on the Village’s Finance and Audit Committee and Legal Committee.

 

The EPOA also introduced Michael Cassaro as the East’s candidate for the position of School Board Trustee, who will serve a three-year term on the Board of Education beginning in July 2018. Mr. Cassaro works as an educational consultant in public and private schools and as a graduate school instructor for aspiring principals at Bank Street College of Education. Michael holds a B.A. in German and philosophy from Holy Cross, an M.A. in childhood education from New York University, and an M.S.Ed in mathematics leadership from Bank Street College. Mr. Cassaro is a graduate of the Garden City Public Schools.

The EPOA would like to congratulate Mr. Delany and Mr. Cassaro and thank them for their commitments to serve our Village. The EPOA would also like to thank Mr. Robert Martin for his service to the Board of Education during his two three-year terms as trustee, which he began in 2012 and will finish this June.

 

The EPOA conducted a question-and-answer session with Mr. Cassaro at its January 16th meeting, during which residents were invited to submit questions on a variety of topics affecting Village schools.

Trustees encourage residents to contact State Senator Kemp Hannon and Assemblyman Ed Ra to propose and actively promote a “Home Rule” message for the enactment of State Legislation authorizing Garden City to install speed cameras within the Village and further request they formally propose the legislation and actively support its adoption.
 
The Board of Trustees has determined taxpayer funds are better utilized by prioritizing police availability to deter other more serious crimes and that the ability to utilize speed cameras within the Village is an effective enhancement and supplement to manual police power in deterring speeding and ensuring that speed-related traffic incidents are reduced.

EPOA to Host Resident Electors’ Meeting on Tuesday, January 16th

The Eastern Property Owners’ Association (EPOA) will host its Resident Electors’ Meeting on Tuesday, January 16th at 7:30PM at the Senior Center on Golf Club Lane. The meeting will cover current topics affecting the community and will provide residents the opportunity to comment on these topics and to raise other issues of interest.

 

John Delany and Michael Cassaro will be introduced as the East’s candidates for the positions of Village Trustee and School Trustee, respectively. The Village Trustee position is a two-year term commencing in April 2018 and the School Trustee position is a three-year term beginning in July 2018. At the meeting, there will also be updates from the EPOA President and Vice President, EPOA Directors, East Village Trustees, and Recreation Representatives.

2018 EPOA Scholarship

It is with pleasure that the Eastern Property Owners’ Association of Garden City announces that it will once again award a $1000 scholarship for 2018 to a graduating high school senior who resides in the Eastern section.

 

The candidates, or their family, must be dues paying members of the EPOA. They must be currently attending public or private high school and be attending college full time in the fall. The focus of this scholarship is community service. Candidates must be involved in some form of community service and must submit an application which can be obtained from the GCHS Guidance Department or by clicking "read more" below and downloading the PDF file.

 

All interested seniors are encouraged to apply. All applications, including supporting materials, must be received by April 10, 2018.

2016 Drinking Water Report

The Village of Garden City has published the 2016 Water Quality Report. The report is required to be delivered to all residents of our Village in compliance with Federal and State regulations and is designed to inform you about the quality water and services we deliver to you on a daily basis. Payment of 2018 Village Taxes

Although Governor Cuomo has issued an Executive Order temporarily allowing the pre-payment of certain property taxes, this Executive Order does not authorize the Village of Garden City to accept pre-payment of taxes for the 2018/19 fiscal year.

This Executive Order only affects Villages that have a tax year that begins on January 1st. Garden City’s tax year begins on June 1st of the year and tax warrants are not effective until June 1st.

If you paid your Village December 1st, you have already paid your taxes through May 31, 2018. You may still deduct the amount of the Village taxes from your 2017 income for Federal Tax purposes, as you have been able to do in years past.

General taxes and School taxes are collected by the Town. For further information on the payment of General and School taxes, please contact the Office of the Town of Hempstead Receiver of Taxes at (516) 538-1500.

GC East Selects John Delany for Trustee, Michael Cassaro for School Trustee

The independent Garden City East Nominating Committee (the “Committee”) has voted to support the nomination at the January 2018 Resident Electors’ meeting of current East Trustee John Delany for the position of Village Trustee for the two-year term commencing in April 2018. The Committee also selected Michael Cassaro as its nominee to a three-year term on the Board of Education beginning in July 2018.

 

Mr. Delany has been a Village Trustee since 2015. Mr. Delany is the Chairman of the Village’s Environmental Advisory Board (“EAB”) and serves on the Village’s Finance and Audit Committee and Legal Committee. Trustee Delany previously served as a 17-year member and chairman (2003-2006) of the Garden City Library Board of Trustees. He was a member of the Citizens Budget Review and Advisory Committee from 2013 to 2015. Trustee Delany served two terms on the EPOA board of directors, from 1976 to 1985 and from 2013 to 2015.

 

Mr. Cassaro works as an educational consultant in public and private schools and as a graduate school instructor for aspiring principals at Bank Street College of Education. Michael holds a B.A. in German and philosophy from Holy Cross, an M.A. in childhood education from New York University, and an M.S.Ed in mathematics leadership from Bank Street College. Mr. Cassaro is a graduate of the Garden City Public Schools.

 

Together with his wife, Michael moved back to Garden City in 2014 and they are raising two children. In his current work as a mathematics and leadership consultant with Metamorphosis Teaching-Learning Communities, Michael and his colleagues present and work internationally to effect systematic, sustainable change in mathematics education. Michael spent over ten years as a teacher and mathematics staff developer in a range of elementary grades in the Bronx, Harlem, and in Newark, NJ after prior teaching experiences in Massachusetts and rural Austria.

 

Additional proposals for nomination as a Village Trustee and/or School Board Trustee may be made by petition filed with the Corporate Secretary of the Eastern Property Owners’ Association (“EPOA”) at least 30 days prior to the January electors’ meeting and signed by not less than 15 resident electors. Any nominating petition so filed shall, in addition, set forth the residence addresses of the signers, the names and addresses of the persons proposed for nomination for Village offices and the offices for which they are proposed. EPOA Summary of 555 Stewart Avenue November 1 Zoning Change Review

Below please find a summary of the public Garden City Zoning Change Review Committee Meeting based on the presentation by the commercial developer of 555 Stewart Avenue (the “Developer”) and questions raised by the Eastern Property Owners’ Association (the “EPOA”) and residents. The Developer is seeking to rezone this property to build rental units. The EPOA has been tracking the development for several years and will continue to provide updates regarding future relevant public meetings. The village is reviewing the Developer’s application and nothing has been finalized to date.

Project Details:

  • The proposed building at 555 Stewart Avenue is a 150 rental apartment building.  The plan is for 20 1-bedroom (approx. $3,800/month); 115 2-bedrooms (approx. $4,250/month), and 15 3-bedrooms (approx. $5,500/month) apartment rentals. In accordance with the village’s legal obligations, 15 of these units will be classified as “Affordable” at lower rental prices.  

     

  • The building complex will be “U” shaped with the “opening” of the “U” facing west. The rear of the building will be 4 stories and at the two ends it will drop to three stories, then two stories.

     

  • There will be 42 short-term / visitor parking spots at grade level and there will be a two-level underground parking garage with 301 parking spots for a total of 343 parking spots.

Schools: Based on existing data for this type of multi-family building the Developer anticipates 10 school age children residing at this location. The EPOA questioned this figure and both the EPOA and our Eastern trustees suggested that the Developer meet to discuss this further with the Board of Education and a representative of the Developer expressed interest. Board of Education meetings are scheduled on November 8 (GCHS at 8:15 pm) and November 14 (Locust School at 8:15 pm).

Traffic:

  • The traffic study performed by Cameron Engineering (hired and paid for by the Developer) concluded that there would be no significant increase to the traffic already in the area. The EPOA questioned this, particularly with respect to its impact on the intersection of Clinton/Stewart, and recommended that the Village pay for its own independent study.

  • The existing traffic light currently on Stewart Ave for the 555 parking lot will be moved about 25 feet west to line up with the entrance of this new development and there will be other adjustments to allow for a turning lane into the complex.

Raymond Court: The EPOA has requested that the Developer work closely with our neighbors at Raymond Court to limit the negative impacts of this building (e.g., lighting, traffic barrier, etc.).

Taxes: The Developer will pay the Village the full amount of assessed village taxes.

PSEG Project

 

PSEG Long Island is beginning a scheduled project that will improve electric reliability for you and thousands of other customers in your community. It will replace existing poles and related equipment, strengthening the most vulnerable sections of the energy grid against extreme weather. This work is funded by the Federal Emergency Management Agency (FEMA) Hazard Mitigation Assistance Program.

Project Description and Benefits

  • Replace existing wire with more weather-resistant wire
  • Install new and more durable poles in several locations
  • Install and/or replace switching equipment to help reduce the number of customers affected by an outage

When will the work take place?

PSEG Long Island crews will generally work Monday – Saturday, 7:30 a.m. – 5:00 p.m., with limited evening and Sunday work. No work will be done on major national holidays.

Who is doing the actual work?

PSEG Long Island licensed and approved contractors.

Will the project include tree trimming?

Trees growing near power lines significantly increase the chance of power outages and pose safety risks. As we expand and improve our electric circuits, we will trim trees, where necessary, following our utility best practice model (ANSI A300 standards as well as the Best Management Practices Tree Pruning publication): 8 feet to each side; 12 feet above; and 10 feet below the conductor.

What size and where will the poles be located?

The new poles will be approximately the same height as existing poles, have a stronger base and will be placed about two-to-three feet from the current pole locations. Removing old poles requires action from all utilities that have installed equipment on the pole. To expedite this process, PSEG Long Island will actively coordinate with the cable TV and telephone utilities, as well as local municipalities.

Will there be any traffic interruptions?

There will be minor traffic interruptions related to this work. To ensure traffic moves safely, PSEG Long Island licensed and approved contractors will provide cones, flagmen and signage at the work site, as needed, to minimize interruptions.

Will there be any power outages?

PSEG Long Island anticipates some localized, intentional, short-duration power outages related to this project. All affected customers will be notified in advance of any power outage.

What is the timeline for the project?

This project will start in November 2017 and will take approximately seven months to complete.

Police Request for Information

Over the past several months the Garden City Police Department has received numerous reports of deceased cats found between Stewart Ave and North Ave and Kensington Rd and Brixton Rd. Forensic analysis of some of the deceased cats found that the cause was due to the cats being shot with a small Caliber bullet.

The Garden City Police Detective Division is asking for your help in obtaining any information that may lead to the person(s) responsible. This would include hearing any sound that would appear to be a gun shot or anything that would assist in this investigation.

Garden City East Nominating Committee Seeks Candidates for Village Board Trustee & School Board Trustee

The independent Garden City East Nominating Committee is seeking candidates for Village Board Trustee and School Board Trustee. The Village Board Trustee representing the East will serve a two-year term, commencing in April 2018. The School Board Trustee representing the East will serve a three-year term, commencing July 2018.

Prospective candidates must submit their name, address, contact information including phone number and email, and a brief summary of their personal/professional background, as well as their qualifications, position they are interested in, and the reasons for interest in that position. The chairperson of the nominating committee will contact the candidates and schedule interview dates in November after the closing date for applications.

The Eastern Property Owners’ Association (EPOA) hosted a successful Meet & Greet ahead of its first public meeting for the 2017-2018 year at the Garden City Fire House on October 10th. The Directors of the EPOA would like to thank all of the Village residents who came to learn more about the EPOA and how to become a member. The EPOA would also like to thank the Fire House for its hospitality and continued service to our village.

 

The EPOA’s October meeting included a number of updates from the EPOA President and Vice President, East Village Trustees, School Trustee, Recreation Representatives, and Library Trustee. Additionally, an East representative from the Village’s Environmental Advisory Board (EAB) gave a thorough presentation about the role the EAB serves in our community and specifically on water treatment in the Village. The Eastern Property Owners’ Association (EPOA) will host a Meet and Greet at 6:30 PM on October 10th at the Garden City Fire House on 347 Stewart Avenue with a public meeting to follow around 7:30 PM.  All residents are welcome. The Directors of the EPOA would be honored if you would make the time to attend.

Please come by to enjoy refreshments while learning more about the EPOA, what the EPOA is working on, and how you can become a member. Immediately following the Meet and Greet, the EPOA will host its first public meeting of the term beginning around 7:30 PM. In connection with the EPOA Speaker Series, an East representative from the village’s Environmental Advisory Board (EAB) will discuss the EAB in general with a specific focus on village water treatment. There will also be updates from EPOA President Tom Hogan and Vice President Steve Ilardi, East Village Trustees John Delany and Mark Hyer, School Trustee Bob Martin, Recreation Representatives Judy Courtney and Ken Moody, and Library Trustee Charlie Murphy.

There is a lot to look forward to in the coming year for the EPOA. In addition to the EAB presentation at the October 10th meeting discussed above, the EPOA is excited to announce the dates of its other scheduled guest speaker topics which will include the Village’s Building Department discussing home renovation permits and commercial developments on Tuesday, November 21, 2017 and the Police Department reviewing traffic and crime statistics on Tuesday, January 16, 2018. 2018 is also the EPOA’s 100 Year Anniversary, which it plans to celebrate in style next year!

EPOA SEEKS REPRESENTATIVE FOR CITIZEN'S BUDGET REVIEW AND ADVISORY COMMITTEE

The Eastern Property Owners Association is looking for volunteers for the Citizen's Budget Review and Advisory Committee (CBRAC). This important group plays a critical role during the Village's annual budget process. In partnership with the various Village departments and Trustees, they review information, solicit suggestions and make recommendations on potential cost savings and improvements to our Village operations. This is a two year appointment and most of the Committee's work occurs in the first and second quarter of the coming year. Some financial background is helpful, since the CBRAC also reviews budget information from all Village departments. JCC Accepts CBRAC Budget Review Report

The Joint Conference Committee (JCC) sincerely thanks the members of this year’s Citizen’s Budget Review and Advisory Committee (CBRAC) for their service in assisting and advising the Property Owners’ Associations in connection with a review and analysis of the financial systems, procedures, operations and budget of the Village.

CBRAC is a volunteer committee appointed by the JCC and is comprised of two representatives from each of the four Property Owners’ Associations. Committee members are tasked with the objective of analyzing and evaluating the current fiscal year budget, and providing strategic and specific recommendations to the Board of Trustees (BOT), as well as reporting its recommendations to the JCC. According to the CBRAC, this review was supplemented with interviews with department management and, on occasion, other external, third party research. Additionally, CBRAC members participated in public work sessions held by the Village of Garden City and the BOT.

This year’s CBRAC members included Joseph Colletti (Chairman), Joseph Caroselli, Steve Forte, Danielle Kilkenny, Richard Nessler, Michael Teideman, and Nicholas Vernice. At the conclusion of their task, they distributed a report to the JCC and the Village Trustees. 

The CBRAC report also includes analysis and recommendations by village department, as well as for the public library. The full CBRAC report is posted on each of the four Property Owners’ Association websites, which can be accessed from the Village website, www.gardencityny.net. The JCC thanks the CBRAC volunteers for their many dedicated hours in preparing this report.

August 12th Ceremony to Honor Centennial of Camp Mills

On August 12th a ceremony will be held at 12:00PM to honor the centennial of the opening of Camp Mills in Garden City.  The ceremony will take place at the corner of Saint James Street South and Clinton Road. Camp Mills was established in Garden City in 1917 as a U.S. Army National Guard Training Camp to mobilize National Guard units into the 42nd U.S. Infantry Division for transport to World War I in Europe. These soldiers were transported by sea through the Hoboken Port of Embarkation in New Jersey. The camp was about 500 acres in size and was run by quartermaster Major C. H. Smith.

In preparation for the ceremony the need to restore the Rainbow Monument was pointed out by long time resident Cyril Smith.  The monument needed to be power washed and chemically treated.  The engravings and detailed murals needed to be renewed.  In a coordinated effort by the Village of Garden City and the 42nd Rainbow Division, funds were allocated for the restoration of the monument to be completed in time for the centennial celebration.  Please join our Veterans, Village Officials, Politicians, Eastern Property Owners' Association representatives, and citizens as they honor the centennial of the opening of Camp Mills in Garden City.  All are welcome to attend the ceremony for this historic event.    

2017 EPOA Scholarship Award

The Eastern Property Owners’ Association is proud to announce its 2017 scholarship has been awarded to Garden City High School senior Maegan Emmert. The scholarship is awarded to a high school senior residing in the East and is a community service-based award.

Maegan will be attending Fairfield University in the fall where she is planning to major in psychology in preparation for a career in art and music therapy. Throughout her high school years, Maegan dedicated significant time to a wide range of service-based activities. She collected clothes for teens in homeless shelters, participated in fundraisers for cancer research, and helped prepare and provide Thanksgiving meals for homeless families. The community service that had the greatest impact on her, however, was her volunteer work the Long Island Alzheimer’s Foundation (LIAF). Maegan’s work with LIAF included working with patients and fundraising, and has helped her decide on the career she intends to pursue.

Congratulations to Maegan and to all of the wonderful applicants of the 2017 scholarship. The residents of the East, and indeed the entire Village, should feel fortunate and proud to have so many committed students in our community. We wish them all much luck in their college careers.

EPOA Attends Belmont Festival

On June 9th the EPOA attended the Belmont Festival on 7th Street.  Thank you to all residents who stopped by to speak with us.  It was a nice night and a great crowd.  Thank you to the Garden City Chamber of Commerce for allowing us to host a table. 

EPOA Honors Volunteers at its June Meeting

At its meeting on June 5th, the Eastern Property Owners Association (EPOA) honored Mr. Jim Bauer and Former Mayor Nick Episcopia with a small token of appreciation from the EPOA.

Mr. Jim Bauer was honored by President Joe Moody and Vice President Tom Hogan for his tireless efforts on the Mayor’s Committee on Building Code Changes, which he served on for two years.

Former Mayor Nick Episcopia was honored by President Joe Moody and Vice President Tom Hogan for over 20 years of service to the East and the Village as an EPOA Director, EPOA President, Village Trustee, and Mayor.

EPOA Passes Resolution Requesting Answers on Third Track Project

On February 28th the EPOA Board passed a resolution requesting that the MTA/LIRR answer the questions concerns brought up by Vertex and Beveridge & Diamond.  All four Garden City Property Owners' Associations and the Nassau County Village Officials Association passed similar resolutions.   

Sarah Meyland Presentation

On February 21, the Garden City Environmental Advisory Board welcomed Professor Sarah Meyland to address the management of Long Island’s water supply.  Professor Meyland from the New York Institute of Technology cautioned the audience at the well-attended event that the groundwater beneath all of Long Island needs to be better protected from pollution and waste.  Pictured, from left, Nick Rigano, Professor Meyland, Liz Bailey, event coordinator, Carole Ryder and Joe Moody, President of the Eastern Property Owners’ Association.

Sarah Meyland to Give Presentation on Status of LI’s Aquifers

Ms. Sarah J. Meyland will give a presentation on the status of Long Island’s Aquifers at the Garden City Senior Center on Tuesday, February 21st at 7:30 PM.  Ms. Meyland is associate professor in the Department of Environmental Technology and Sustainability in the New York Institute of Technology School of Engineering and Computer Sciences.  She has worked as co-executive director of the NYS Legislative Commission on Water Resource Needs of Long Island, and as program coordinator for the Nassau County Planning Federation.  She is author of many publications on water-related topics, has developed environmental laws in New York and at the federal level, and has been honored several times for her work.

 

Ms. Meyland holds a law degree from  St. John’s  University School of Law, an MS in Water Resources Management from Texas A&M University, a BS in Geological Oceanography, a BS in Marine Biology and a BA in English.

 

Residents of Garden City are invited to attend this presentation.  There is no charge.  It is sponsored jointly by the Garden City Environmental Advisory Board and by the property owners associations of Garden City.

GC East Nominating Committee Supports Mark Hyer for Trustee

The independent Garden City East Nominating Committee has voted to support the nomination at the January 2017 Resident Electors’ meeting of Mark Hyer for the position of Village Trustee from the East for a two-year term commencing in April 2017.

Committee members who interviewed Mr. Hyer were impressed with his professional background, as well as his volunteer service. A current EPOA director and chair of the Streets & Traffic Committee, Mr. Hyer has been a resident for 17 years and a 13-year active member of the GC Volunteer Fire Department. He is married, with one son who attended the GC public schools.

Mr. Hyer spent just over 20 years with the New York City Police Department, where his assignments included managerial positions in law enforcement and administration and where he developed hands-on practical skills in union issues, personnel supervision, operations management, budgeting, purchasing, contract review and construction oversight.

After retiring from the NYPD with the rank of Sergeant, Mr. Hyer has held several positions in the private sector, including nine years as the Director of Security, Telecommunications and Transportation for Forest Hills Hospital within the North Shore/Long Island Jewish Health System. He is currently a consultant for a security/emergency management company specializing in emergency preparedness training.

“I am ready and willing to undertake the extensive responsibility and time commitment necessary to serve as a Village Trustee,” Mr. Hyer assured the nominating committee, noting that his professional experience has required him to look at the same type of issues that Village Trustees must deal with on a regular basis.

Additional proposals for nomination as a Village Trustee may be made by petition filed with the Corporate Secretary of the EPOA at least 30 days prior to the January electors’ meeting and signed by not less than 15 resident electors. Any nominating petition so filed shall, in addition, set forth the residence addresses of the signers, the names and addresses of the persons proposed for nomination for Village offices and the offices for which they are proposed.

The Resident Electors’ meeting will be held on January 17, 2017, at the senior center on Golf Club Lane. The Corporate Secretary of the EPOA is Joseph Courtade. His address is 15 Kingsbury Road, Garden City.

EPOA Starts Student Ambassador Program

On November 17th The Eastern Property Owners’ Association welcomed two Student Ambassadors for 2016-2017, Tommy Flanagan and Nicholas Bambino.  Back in October the EPOA Board voted unanimously to establish a Student Ambassador program under the guidance of EPOA Director Barbara Moore.  The purpose of this program is to familiarize high school students with village government - its design and structure, as well as its contribution to the welfare of the citizens of Garden City.  Nicholas and Tommy expressed an eagerness to get started to assist the EPOA with things like membership, social media and community service.  The EPOA is excited to commence this program and add these students to our organization. 

Garden City East Nominating Committee Seeks Candidates for Village Trustee

                The independent Garden City East Nominating Committee is seeking candidates for the position of Village Trustee. The Village Trustee representing the East will serve a two-year term, commencing in April 2017.

                Prospective candidates must submit their name, address, contact information including phone number and email, and a brief summary of their personal/professional background, as well as their qualifications and reasons for interest in the trustee position. Any resident of the East may be a candidate and submit his or her name for consideration. The chairperson of the nominating committee will contact the candidates and schedule interview dates in November after the closing date for applications.

                All candidates should submit their material in writing to the chairperson of the nominating committee, Christine Mullaney, in one of three ways: by email to GCEAST2016@yahoo.com; by regular mail to 104 Huntington Road, Garden City, NY 11530; or by going to the EPOA website—www.gcepoa.org—and completing the designated form.

                The deadline for submission is Friday, November 4, 2016.

EPOA Starts Junior Ambassador Program

The Garden City Eastern Property Owners’ Association (EPOA) is seeking applications for candidates to be considered for Junior Ambassador positions for the years 2016 -2018. This program is designed to introduce high school juniors to Village government through participation in EPOA meetings, attendance at government meetings, and to promote civic participation in our community. This is an exciting opportunity for students to become involved in local affairs and to learn about our unique form of local government.

This pilot program is designed as a two year commitment encompassing junior and senior years. Preference will be given to students who reside in the Eastern section of Garden City and whose families are dues paying members of the EPOA.

Mayor's Commitee on Building Code Changes to Present to the Board of Trustees on September 8th

The committee was created in mid 2015 in response to citizens’ concerns regarding construction of new houses and additions in the Village.

The problems identified are not unique to Garden City and have been addressed in different ways by many communities nationwide. The issue is a complex balancing act between size of house, aesthetics and homeowners’ needs, wants and rights. The proposed recommendations do not impact the ability to build a house, addition or extension up to the existing maximum limits on the property. They do not alter the height to which a house can be built, which affects the height of interior rooms. The recommendations address several issues related to construction or additions to new houses, additions or extensions.

CPOA TO HOLD ZIKA INFORMATIONAL LECTURE

The CPOA will sponsor an informational lecture on the Zika virus by Dr. Bruce Polsky, Chairman of the Department of Medicine at Winthrop-University Hospital. The lecture will be held on September 13th at 7:00PM at the Senior Center on Golf Club Lane. Dr. Polsky will provide updates on the latest information regarding this Zika epidemic. There will be a Q & A following his talk. All residents are invited to attend Dr. Polsky’s discussion.

At the June 7th meeting of the Eastern Property Owners' Association, Joe Moody, President, said thank you to Judy Courtney who during her nine years of service was President and Vice President of the EPOA as well as the editor of the newsletter.  Judy is a lifelong resident of the village and has also been involved with many village activities including the Parent Teachers Association.

At the June 7th meeting of the Eastern Property Owners' Association, Joe Moody (right), President, offered his thanks to Neil O’Malley for nine years of service as an EPOA board member.  O’Malley served on the EPOA Scholarship Committee and the East Nominating Committee and was a liaison to the Traffic Commission. Neil has also served as a volunteer firefighter in Garden City for 17 years, including three terms as Captain

The Eastern Property Owners' Association has awarded a $1000 scholarship to Garden City High School senior Kelly Anne Norberto. The Scholarship is awarded to a high school senior residing in the east and is based on his/her service to the community.

Kelly Anne will attend Marist College in the fall and is planning to major in communications. Kelly Anne volunteered in many capacities for her community, church and school. As part of her Girl Scout Gold Award, Kelly Anne researched tree species, created a tree location map, and created a children's educational program to help fulfill the requirements to establish the Garden City Bird Sanctuary as a National Level I Arboretum. She also was selected to represent the Nassau County Girl Scouts at a New York City forum entitled "Let Girls Learn Initiative" sponsored by Glamour Magazine and the White House. Kelly has also assisted with the AHRC Saturday Adult program, collected supplies for North Shore Animal League, collected food for local food pantries, and distributed supplies used at the Winthrop Hospital Pediatric Division.

For the past three summers, Kelly Anne has spent a week each summer through a Garden City Community Church program travelling to Mississippi, North Carolina, and New York to help build homes, outreach centers and to assist at local support service centers. The mission of these volunteers is "short-term outreach to support long-term community awareness and service."

In addition, Kelly Anne has participated in her school as a peer helper, PTA volunteer, participated in raising awareness and raising funds for the American Cancer society. She also has actively participated in numerous fundraisers and charity events sponsored by the Garden City Community Church.

Congratulations to Kelly Anne and all of the outstanding applicants as they graduate from high school. We wish them much success in their college careers. The EPOA feels fortunate to have these committed students contribute to our community.

The EPOA Annual Meeting will be held on June 7th at 7:30PM at the Senior Center on Golf Club Lane.  There will be reports on a variety of issues from Mayor Nick Episcopia and Village Trustee John Delany.

EPOA Seeking Directors

       The Director and Officer Nominating Committee of the Eastern Property Owners Association is seeking applicants for positions as Director for terms beginning in June 2016. Interested residents must live in Garden City East and be dues paying members of the Association.

The deadline for submissions is April 4, 2016. Applications will be reviewed by the Nominating Committee and you will be contacted by the Committee to arrange for an interview.

       Garden City East is the entire part of the Village of Garden City east of the center of Franklin Avenue. Members of the Committee are Roger McFeely, Karl Schmidt, Althea Robinson, Matt Teri, Leo Stimmler, Mathilde Bellmer and Jaime Gans.

East Nominating Committee

The EPOA has announced that the East Nominating Committee is currently looking for members for the coming year. This fifteen member group is responsible for interviewing and selecting candidates for both Village and School Board Trustees from the East. This is a critical committee and one that plays a key selection role for two important Village positions. To be considered, you must currently be a resident of the Eastern section of the Village.

Members elected to this committee will serve on a rotating term basis, meaning that within each year only five members will be replaced. For this year (2016), 5 members will be selected and assigned a term of three years.

EPOA SEEKS ZONING BOARD CANDIDATES

The EPOA is looking for residents to interview for the Zoning Board of Appeals (ZBA).   The Board of Appeals interprets the Zoning Code and makes decisions on applications for variances and special permits.  The Board consists of five members and one alternate member who serve for five-year terms. The ZBA usually meets the fourth Tuesday of every month at Village Hall at 7:00PM. A basic understanding of construction and building codes is helpful. Interested candidates should apply by sending an email to contactus@gcepoa.org. The last day for submission will be March 20th.

Next EPOA Meeting March 15th at the Renovated Senior Center on Golf Club Lane

Due to a conflict with the Village Board of Trustees meeting on February 16th, the next public EPOA Meeting will be Tuesday March 15th at 7:30PM. This meeting will take place at the newly renovated Senior Center on Golf Club Lane. Recreation Chairman Kevin Ocker will give us a tour of the new facility. The facility, which more than doubled in size during a five month expansion project, now boasts a new façade, and driveway, a larger lounge area and kitchen, an Event Room and new ADA-compliant bathrooms, among many other upgrades. After the tour Mr. Ocker will give an update on all the actions and events that are taking place in Recreation and Cultural Affairs (there are quite a few). It will be nice to have an updated facility to host our EPOA meeting.

There will also be updates from EPOA President Joe Moody and Vice President Tom Hogan. In addition, there will be reports on a variety of issues from Mayor Nick Episcopia and Village Trustee John Delany including the Village 2016-2017 budget. School Trustee Bob Martin and Library Trustee Charlie Murphy will provide information as well.

FEDERAL RAILROAD ADMINISTRATION HAS PROPOSAL TO RUN HIGH SPEED TRAINS THROUGH GARDEN CITY

The federal government is proposing a multi-billion-dollar monumental expansion of the Northeast Corridor passenger rail line that would run high-speed Amtrak trains straight through the heart of Long Island and Garden City.

What is very concerning is the lackluster public input solicitation that the Federal Railroad Administration (FRA) has had with Long Islanders. To have only one poorly advertised public hearing in Nassau County, for all of Long Island, is disturbing.

There are currently three proposals for expansion that the FRA will choose from and “Alternative 3” would have devastating effect on Garden City. Alternative 3 would be an all-new high speed rail network that stretches from Floral Park, cuts through the heart of Garden City in a parallel trench along Stewart Avenue, through Eisenhower Park straight into Levittown. From there – the new rail spur is proposed to rejoin the LIRR Main Line in Farmingdale, continuing east into Suffolk County, running adjacent through Wyandanch, Brentwood and Ronkonkoma. Then, the rail line shifts northward near Long Island MacArthur Airport, tunneling underneath the LIE and continuing straight to Stony Brook on either an embankment or aerial structure. From there, the rail goes into either a tunnel or trench near the Village of Port Jefferson, and for 22 miles, the new rail link tunnels its way across the Long Island Sound where it will emerge in New Haven Connecticut. Trains along the route are proposed to reach speeds of 160 MPH. According to the FRA, the “Alternative 3” project would cost 290 Billion dollars based on the value of the 2014 US Dollar. EPOA / RESIDENT ELECTORS' MEETING JANUARY 19th AT THE GARDEN CITY CASINO

The Eastern Property Owners' Association (EPOA) will hold a public meeting on Tuesday, January 19th. The meeting will be at the Garden City Casino, beginning at 7:30 pm.

There will also be a Resident Electors’ segment of the evening. During this portion, the Garden City East Nominating Committee will present John Delany of 1 Spruce Street, Garden City NY as its nominee for Village Trustee for a term of April 4, 2016 - April 2, 2018.

There will also be updates from EPOA President Joe Moody and Vice President Tom Hogan. In addition, there will be reports on a variety of issues from Mayor Nick Episcopia and Village Trustee John Delany. School Trustee Bob Martin and Library Trustee Charlie Murphy will provide updates, as will Cultural & Recreational Affairs representatives Ken Moody and Judy Courtney.

Police Commissioner Ken Jackson will be our guest speaker for the evening. Commissioner Jackson will discuss traffic and speeding issues and other law enforcement related topics. Public participation is always welcome.

Blood Drive to be Held at The Garden City Public Library

       Long Island Blood Services will hold a blood drive at The Garden City Public Library on Thursday, January 28, 2016 from 2:30 p.m. – 7:00 p.m. in the large meeting room on the lower level of the Library.  Area hospitals are in need of local residents’ help.  Each donation can help to save up to three lives. 

      Eligible donors must be between 16 and 75 years of age, with a minimum weight of 110 lbs., and no tattoos within the past 12 months.  Sixteen year olds must have parental permission and donors age 76 and over must present a doctor’s note.  All donors must have valid ID with signature or photo.  Donors are encouraged to eat well (low fat) and drink fluids.  For medical questions concerning blood donations, call 1-800-688-0900.  Call the Library at 742-8405 x210 to schedule an appointment.  Walk-ins are welcome.

 

GC East Supports John Delany for Trustee

The independent Garden City East Nominating Committee has voted to support the nomination at the January 2016 Resident Electors’ meeting of current East Trustee John Delany for the position of Village Trustee from the East for the two-year term commencing in April 2016. The vote was unanimous, with 3 members absent and not voting.

Committee members who interviewed Trustee Delany were impressed with his command of the myriad issues that affect the Village and the many hours he devotes to Village business. He serves as the representative from the East on the Traffic Commission, Commissioner of Public Works, liaison to the Chamber of Commerce and one of three Trustees on the Public Information Committee, Law Committee, the Executive Staff Compensation Committee and the Committee to Fill Vacancies.

EPOA Seeking Director

The Eastern Property Owner's Association (EPOA) is seeking candidates for the position of director. The EPOA is made up of 19 directors on its board that handle the day to day responsibilities of the association. Directors are expected to attend one regular meeting of the board per month from September through June.  In addition, directors are usually assigned to one other committee or task related to POA or Village business. Currently there is one position open.

 

An interested resident must live in the East and be a voting member of the Association for at least six months prior to nomination.

 

The Director & Officer Nominating Committee will be interviewing candidates for this position.

Garden City East Nominating Committee Seeks

The independent Garden City East Nominating Committee is seeking candidates for the position of Village Trustee. The Village Trustee representing the East will serve a two year term, commencing in April 2016.

Prospective candidates must submit their name, address, contact information including phone number and email, and a brief summary of their personal/professional background, as well as their qualifications and reasons for interest in the position. Any resident of the East may be a candidate and submit his or her name for consideration. The chairperson of the nominating committee will contact the candidates and schedule interview dates in November after the closing date for applications.

EPOA Thanks Walter McKenna

Newly elected EPOA President, Joe Moody, left, thanks Walter McKenna for nine years of dedicated service on the board of directors of the Eastern Property Owners’ Association. Mr. McKenna was President of the EPOA from 2009 to 2011 and for the past two years has served as chairperson of the 15-member Nominating Committee. According to Mr. Moody, McKenna was instrumental in revising the Citizens Budget Review and Advisory Committee which makes recommendations to the Board of Trustees on budgetary planning, revenue generation and staffing patterns. Mr. McKenna was deeply involved with the village’s plan opposing the massive redevelopment of the Nassau Coliseum also known as the Lighthouse Project. According to President Moody, McKenna was vocal on the dangers that the Lighthouse plan presented to the village. “He not only informed us how dense the project was and how traffic congestion will increase by extraordinary proportions, he pointed out how millions of dollars of real estate taxes would only benefit Uniondale,” Moody said .

Newly elected EPOA President, Joe Moody, thanks outgoing President, Christine Mullaney, for nine years of outstanding service and dedication to the village. In addition to serving as President, Ms Mullaney was also Vice-President and editor of the EPOA newsletter for many years. According to Mr Moody, Ms. Mullaney was an early and eloquent opponent of the county proposal to run a light system down the center of Stewart Avenue from the Mineola train station to Nassau Coliseum. She also questioned the detrimental environmental impact on residents of transporting large amounts of refuse thought the East to the Covanta plant. And she worked hard, Moody said, making our village officials aware of the negative economic and environmental impact on the village of the Lighthouse plan for Nassau Coliseum.

Olivia Duffy Receives EPOA Scholarship

Tom Nappi, Director, Eastern Property Owners’ Association, presents Olivia Duffy a senior at Our Lady of Mercy Academy with its 2015 $1000 scholarship award. Each year, at its annual public meeting in June, the EPOA awards a scholarship to a high school senior residing in the East who is involved in community service. Ms. Duffy a Saturday volunteer at Camp Anchor worked with special needs students and was also a Junior Volunteer working weekends and over the summer at Winthrop University Hospital. Olivia, the daughter of Matt and JoAnne Duffy, plans to study nursing at the University of Alabama.

 

Special Meeting of the Board of Trustees - Thursday, July 2, 2015

The Board of Trustees of the Incorporated Village of Garden City will hold a Special Meeting at 7:30 p.m. on Thursday, July 2, 2015.

This meeting will be regarding the Fire Department Renovations and for any other business that comes before the Board.  It is also anticipated that, following the public meeting, there will be an executive session to discuss a matter of personnel.

Annual Public Meeting Tuesday June 9th

The Eastern Property Owners’ Association (EPOA) will hold its annual meeting on Tuesday evening, June 9. The meeting will be in the GC Public Library, beginning at 7:30 pm in the downstairs large meeting room. The public is invited.

There will be an important update on the Clinton Rd/Stewart Ave intersection from EPOA president Christine Mullaney and vice president Joe Moody.

In addition, there will be reports on a variety of issues from Mayor Nick Episcopia and Village Trustee John Delany, including labor negotiations and Franklin Court.

School Trustee Bob Martin and Library Trustee Charlie Murphy will provide updates, as will Cultural & Recreational Affairs representative Ken Moody.

Questions and comments from the public are welcomed, as usual.

Election of EPOA officers and directors for the 2015/2016 term will be held. The officer nominees are Joe Moody for president, Tom Hogan for vice president, Sal Norberto for treasurer, Joe Courtade for corporate secretary and Robert Rymers for corresponding secretary.

Nominated to two year terms as directors are Andrew DeLanoy, Tom Mastanduono, Barbara Moore, Jennifer Sullivan and Ted Ucinski. Nominated for one year are Barbara Garry, Steve Ilardi, Marc Mehlman and Michael Nagler.

All nominations were conducted in accordance with EPOA by-laws by the 2014/2015 Director & Officer Nominating Committee.

Clinton/Stewart Update

Mayor Nick Episcopia announced at the Thursday night Board of Trustees meeting that the proposed massive remake of the Clinton/Stewart intersection by Nassau County will not go forward. “Village officials and residents have expressed concerns and opposition to the proposed conceptual recommendations, so the County will not be pursuing implementation at this time,” the Mayor read from a letter sent to him by the NC Department of Public Works.

Both Mayor Episcopia and Trustee John Delany publicly stated their opposition to the project. The EPOA strongly and actively opposed the plan, as did residents from all over the Village who worked together to fight this proposal by emailing, making phone calls and taking petitions around. The most recent count shows 624 residents signed petitions rejecting the County plan. Emails to the EPOA ran, literally, 100 to 1 in opposition.

On June 3 EPOA President Christine Mullaney, vice president Joe Moody and East resident Bill Bellmer met with Legislator Laura Schaefer and NC traffic engineer Aryeh Lemberger. Both Ms Schaefer and Mr. Lemberger said unequivocably that the proposed plan is dead “since the residents don’t want it.” Each of them, separately, cited the residents’ opposition as the reason.

Mr. Lemberger stressed that the purpose of the plan was to move traffic. It does not address any safety issues that may or may not exist at Stewart School. He and Laura Schaefer will be meeting with the school district separately but have not been made aware, as of the Wednesday meeting, of any safety issues at Stewart. The County considers the intersection safe. The “F” rating refers to moving traffic.

Mr. Lemberger rejected the idea that a more limited approach would bring any benefits overall to moving traffic. He is willing to listen to other ideas but said that his study of the intersection and review of the data has convinced him that only the proposed large scale plan would be worth doing.

We want to assure residents that the EPOA will stay on top of this for as long as necessary.

Clinton/Stewart Update

Residents packed the Village Hall board room on Thursday night, May 21, for the Board of Trustees meeting. Although the topic of the Clinton/Stewart intersection was not on the agenda, it was the proposed massive remake of that intersection by Nassau County that brought so many residents to the meeting, as they made clear during the general comments segment at the end. Every speaker had one message for the Trustees: reject the County proposal. EPOA officers had one message: reject the County proposal, as requested by unanimous vote of the EPOA board of directors. Mayor Nick Episcopia and East Trustee John Delany stated their opposition to the County plan.

As of May 21, 412 residents from every section of the Village have signed petitions opposing the Nassau County plan and the EPOA has received over 80 emails rejecting the plan. We have presented the Trustees with the petitions, which are still circulating through the Village.

The next BOT meeting is June 4, 8pm, Village Hall. We will keep you updated on this important issue.

Traffic Meeting to Discuss Clinton & Stewart Issue

The Garden City Traffic Commission will hold a work session on Thursday evening, May 14, beginning at 7 pm in the Village Hall board room. The purpose of the meeting is the Nassau County proposal to remake the Clinton/Stewart intersection. Legislator Laura Schaefer and representatives of Nassau County will be there. The work session is open to the public but the number of speakers from each POA will be limited.

Officers and directors from the EPOA will be there and will speak. What happens at Clinton/Stewart is of vital importance to the East. The EPOA strongly opposes the Nassau County proposal, which would create an intersection similar to Clinton/Old Country Road. Residents at the April 21 EPOA meeting made it very clear that they do not support this proposal. We will oppose any plan or any individual modification that steers additional traffic past Stewart School and/or through residential streets. We will oppose any plan or any individual modification that is not in the interest of East residents’ safety, quality of life and real estate values.

The position of the East is of paramount importance in this discussion and we trust that the position of the East would be the position of the Village.

We urge East residents to attend the Traffic Commission work session.

 

Bullet points from current Nassau County proposal:

  • Eliminate Osborne Rd. access to/from Clinton Rd. and construct cul-de-sac on Osborne. Acquire 8-ft x 40-ft right-of-way (ROW) on Church side and 10-ft x 40-ft ROW on residence side for turnaround.
  • Move existing southbound (SB) Clinton stop line 60 ft south toward intersection. Add dedicated 180-ft Clinton SB left-turn lane in addition to existing through lane and through/right-turn lane. Acquire 8-ft ROW (tapered) on east (school) side for left-turn lane. Further taper east-side curb from Huntington to Wyatt within existing ROW.
  • Add another Stewart WB through lane (total of three) and dedicated Stewart WB right-turn lane in addition to existing two dedicated WB left-turn lanes. Acquire 19-ft x 360 ft ROW on Stewart on School side from intersection east to School entrance driveway and 10-ft x 550-ft ROW on Stewart south side from intersection east (tapered). Maximum ROW acquisition at corner is 60-ft. for turn lane.
  • Close access across Stewart median for Bank and for School driveways.
  • Add dedicated Clinton NB left-turn lane and dedicated Clinton NB right-turn lane in addition to two existing through lanes. Acquire 13-ft x 250-ft ROW on east side.
  • Add dedicated 180-ft Stewart EB right-turn lane and extend existing left-turn lane back almost to Emmet Place in addition to existing three EB through lanes. Acquire necessary property from Stewart center median.
  • Shift Stewart WB lanes west of intersection closer to center median to better align with Stewart WB through lanes east of intersection.
  • Remove 60 trees for road widening.

Clinton Road & Stewart Ave Issue

On Thursday night, April 16, at a meeting of the GC Traffic Commission, Village engineer Chris Markin presented a plan developed by the Nassau County Department of Public Works to “resolve the traffic issues at the intersection of Clinton Road and Stewart Avenue.”

By way of background, the EPOA in the spring of 2014, working with resident Bill Bellmer, made a request to the Traffic Commission asking that the signaling at this intersection be reviewed by the County and suggesting (1) the addition on Clinton SB of a trailing (at end of green interval) left-turn ARROW (not lane) to clear the intersection of vehicles stuck after the light turns red, and (2) the addition of a dedicated Clinton NB right-turn lane (within the existing ROW on the SE corner) to allow NB traffic to take advantage of the existing NB right-turn arrow. The Traffic Commission sent that request to NC in June, 2014. At the April 6 BOT organizational meeting, Trustee Brian Daughney, the outgoing Traffic Commission chair, announced that NC had developed a plan for remaking the intersection.

After seeing and reviewing a copy of the maps and plan for the first time, earlier this week, and attending the April 16 presentation, we are very concerned with the proposal and its implications for the East. There is no way the EPOA could support the current NC plan. It would create an intersection similar to the one at Clinton/OCR in an area of residential housing and a public school: 9 lanes east and 8 lanes west on Stewart, 5 lanes north and 6 lanes south on Clinton. It would take property from Stewart School. It would cut down 60 trees. This reconfiguration inevitably would attract additional car and, worse, truck traffic to an area of school children and private homes. This is a residential, not a commercial, intersection.

We have been assured by Village Trustee and new Traffic Commission chair Bob Bolebruch that the EPOA will be involved in all discussions going forward. We appreciate Trustee Bolebruch’s leadership and his inclusive approach. Mayor Nick Episcopia and new East Trustee John Delany share the same concerns as the EPOA. We are asking that the simple and relatively inexpensive proposal made by the EPOA a year ago be reconsidered by NC. We are ready to consider other modifications as long as they do not steer additional traffic through a residential/school area with the attendant safety, environmental and aesthetic concerns.

The NC plan will be reviewed and discussed at the EPOA’s April 21 meeting, beginning at 7:30 pm, in the senior center at St. Paul’s. We encourage East residents to attend.

PSEG UPDATE

PSEG has announced that it will replace the damaged underground cable along Commercial Avenue with a new underground cable, instead of installing new overhead poles east of Garden City. This is, however, a more involved and longer project that they estimate will take from 6 to 8 months to complete, as opposed to about 6 weeks. The EPOA will post updates as necessary.

John Delany to be Appointed as Village Trustee

The EPOA is happy to report that Mayor-elect Episcopia will appoint EPOA director John Delany as the new Trustee from the East to finish the remaining year of his term.

Congratulations to John and thank you for your many years of service to the Village and the East. The residents are fortunate to have you in your new post.

Some brief facts on John's background: A resident of the Village for more than four decades, Mr. Delany is currently serving his second term as an Eastern Property Owners’ Association (EPOA) director.  He has also been a member of the Citizens Budget Review Advisory Committee since 2013.  Mr. Delany also served as a Garden City Library Board Trustee (1985 – 2006), serving as Chairman from 2003 to 2006.

Press Event Opposing PSE&G Power Poles

There will be a press event with Town of Hempstead Supervisor Kate Murray and Congresswoman Kathleen Rice on Saturday, March 28, to protest PSE&G’s plans to replace damaged underground cable on Commercial Avenue with what the TOH describes as 70 foot “monster poles.”

According to information from Village Trustee Dennis Donnelly, who also will be attending, the high powered line would be suspended on 19 poles that are twice the height of ordinary utility poles. They would stretch east, starting at the edge of GC, along the commercial alley behind the buildings on the north side of Commercial Avenue, ending some blocks east of Quentin Roosevelt Blvd.

Supervisor Murray is encouraging GC residents to oppose PSE&G’s plans by attending the Saturday press event. It will be held at the intersection of Brook and Grove Streets, starting at 11am. EPOA president Christine Mullaney will attend.

EPOA Scholarship

It is with pleasure that the Eastern Property Owners' Association of Garden City announces that it will once again award a $1,000 scholarship for 2015 which will be available to high school seniors residing in the East.

The candidates, or their family, must be dues paying members of the EPOA. They must be currently attending public or private high school and be attending college full time in the fall. The candidates must be involved in some form of community service and must submit an application which can be obtained from the GCHS Guidance Department, or by downloading the form by clicking "read more" below. 

The deadline for applications is April 17, 2015.

East Nominating Committee Seeks Candidates

The EPOA has announced that the East Nominating Committee is currently looking for members for the coming year. This fifteen member group is responsible for interviewing and selecting candidates for both Village and School Board Trustees from the East. This is a critical committee and one that plays a key selection role for two important Village positions. To be considered, you must currently be a resident of the Eastern section of the Village.
 
Members elected to this committee will serve on a rotating term basis, meaning that within each year only five members will be replaced. For this year (2015), 5 members will be selected and assigned a term of three years.

The Eastern Property Owners’ Association supports in full the official statement of Trustee Richard Silver, made at the February 17 Board of Trustees meeting, regarding the controversy surrounding the sale of the Franklin Court village property, in particular that all options are on the table from the perspective of the village to reach an appropriate solution, and that the village board agrees to enhance the notice procedures to assure greater transparency in any future proposed sale of village-owned properties. We assume that all options includes a possible buyback of the property by the village.

 

As stated previously, we sincerely hope that the Village, the Franklin Court Mews owners and their Franklin Court neighbors settle this dispute quickly and amicably. We also urge that promised procedures for increased transparency be instituted promptly by the Board of Trustees.

Public Meeting February 24th at Cluett Hall

The Eastern Property Owners' Association will host a public meeting on Tuesday evening, February 24th. The meeting will begin at 7:30 pm in Cluett Hall at St. Paul’s.

There will be updates on Village issues from EPOA president Christine Mullaney, vice president Joe Moody and other officers. Deputy Mayor Nick Episcopia and East Trustee Dennis Donnelly will give reports as well as an update on the current Village Budget process. There will also be reports from East Library Trustee Charlie Murphy and Recreation Commissioner Ken Moody.

Questions and comments from residents are welcome, as always.

 

Environmetal Advisory Board

There is an opening on the Environmental Advisory Board from the East beginning in April, 2015. This is a four-year appointment. The eight member EAB meets monthly and reports to the Board of Trustees on environmental matters affecting the Village. The chairperson is a member of the BOT.

Mayoral Debate & Primary

Over 100 residents came to the January 20 EPOA meeting, where East Trustees Dennis Donnelly and Nick Episcopia answered their questions and debated each other. They are candidates in a primary election to be the East nominee for Mayor of Garden City.

There were 27 questions posed on a variety of subjects, including the budget & finance, seniors and the senior center, the future of St. Paul’s, the library’s place in our community, and the casino at Fortunoff.

The primary is scheduled for Tuesday, February 3, at Stewart School. The snow date is February 4. Voting hours are 4:30 pm to 9 pm. Only residents of the East, 18 years and older, may vote. You must bring a photo ID showing an address in the East. Acceptable photo ID is a current NY driver’s license, current US passport, current NY DMV learner’s permit, or current NY DMV identification card.

The winner of the primary will be the candidate for Mayor of the Community Agreement Party in the March 18 village election.

You do not need to be a dues-paying member of the EPOA to vote. The EPOA urges every eligible resident of the East to vote.

EPOA Meeting & Mayoral Candidates Debate January 20th

The Eastern Property Owners’ Association will hold a public meeting on Tuesday, January 20, at Stewart School, beginning at 7:30 pm. The meeting will feature a town hall style Q&A with Village Mayoral candidates Dennis Donnelly and Nick Episcopia. EPOA president Christine Mullaney urges residents of the East, in particular, to come to the meeting and ask questions, although all residents of Garden City are welcome.

Trustee Donnelly was nominated by the independent 15-member Garden City East Nominating Committee as its candidate for Mayor. The East Committee vote for Mayor was Donnelly 8 and Episcopia 7. Deputy Mayor Episcopia is challenging by independent petition, in accord with EPOA procedures, the selection of Donnelly for the position of Mayor. There will be a brief Resident Electors’ meeting prior to the opening of the EPOA meeting to verify the candidates for election.

The Eastern Property Owners’ Association will host a public meeting on Tuesday, November 18, beginning at 7:30 pm in Cluett Hall at St. Paul’s. Please note that this is a new venue for us. All residents are welcome.

The guest speakers will be GC School Board Trustees Bob Martin and Tom Pinou, who will present an overview of the newly released student performance report in addition to addressing the overall fiscal challenges facing the school district. They of course will also take questions from residents. EPOA president Christine Mullaney, vice president Joe Moody and other directors will update residents on Village issues. Deputy Mayor Nick Episcopia and East Trustee Dennis Donnelly will present reports, as will Library Trustee Charlie Murphy

Garden City Detectives Arrest Church Burglar

Garden City Police Commissioner Kenneth Jackson reports “a great arrest by our detectives” on a case involving multiple church burglaries in Garden City and Nassau County in October and November. According to Jackson, the Garden City detectives “have been developing this case and tracking this person for a while.”

GC East Nominating Committee seeks candidates for Village Mayor, Village Trustee and School Board Trustee

The Garden City East Nominating Committee is seeking residents of the East who are interested in being interviewed for the positions of Village Mayor, Village Trustee and School Board Trustee. These positions are subject to election by all Village residents. The Village Mayoral and Trustee terms are for two years beginning on April 6, 2015 and the School Board Trustee term is for three years beginning on July 1, 2015.

Any resident of the East who is interested in being considered for one of these positions must submit a letter of intent and a resume. This submission should note the position being sought; include their name, contact information, a statement explaining their reason for interest in the position, a summary of their professional background and other qualifications, including, although not required, current or prior involvement in Village or School Board positions or initiatives.

Residents must submit this information to the Chairperson of the Garden City East Nominating Committee, Walter McKenna at 142 Washington Avenue, Garden City, New York 11530 or via e-mail to: wmnyi@yahoo.com for receipt by close of business on November 3, 2014. All prospective candidates will be interviewed by the GC East Nominating Committee, which is responsible to propose candidates for nomination for Village and School District offices to be elected by the resident electors of the Village.

Members of the GC East Nominating Committee were elected by residents of the East last June. They are Jill Bauer, Joe Courtade, Judy Courtney, John Delaney, John Donachie, Matthew Durnan, Andrew Galligan Jr., Jamie Gans, William Graham, Maureen McConnnell, Walter McKenna, Ken Moody, Robert Stark, Jr., Leo Stimmler and Matt Teri.

School Board Trustees Tom Pinou and Bob Martin were not able to attend the EPOA Meeting on October 14th, as they had a School Board Meeting at the same time.  They submitted this update to the EPOA.

The Eastern Property Owners’ Association will host a public meeting on Tuesday evening, October 14. The meeting will begin at 7:30 pm in the lower level meeting room of the Garden City Public Library.

There will be updates on Village issues from EPOA president Christine Mullaney, vice president Joe Moody and other officers, plus reports from Deputy Mayor Nick Episcopia, East Trustee Dennis Donnelly, and East Library Trustee Charlie Murphy.

Two members of the Environmental Advisory Board will attend the meeting. Larry Quinn will give a report on airplane noise over Garden City and Leo Stimmler will discuss water quality.

President's Message by Chris Mullaney

 

September is the official start of another EPOA year but work does not stop over the summer months. This past summer has been a particularly busy one.

The issue of crime in Garden City dominated the local news and many conversations in July and August. Initially a lot of misinformation made the rounds. The EPOA immediately went to our Village officials to ascertain the facts and communicated these to the East residents through our e-Bulletin that is sent to dues-paying members and on our website that is accessible to anyone. I, along with vice president Joe Moody, also responded within 24 hours to any resident who contacted us through the contact function on our website, about crime or any other local issue. The "contact us" link is used with increasing frequency and we are happy to help out as we can.

On the issue of crime, it can’t be said often enough: the GC police patrol our neighborhoods 24/7 in both marked and unmarked cars. There has been no decline in patrols. The GC police are in regular contact with other local and county police departments, sharing information and cooperating in investigations as necessary.

Any emergency, of course call 911. If you see something suspicious or disturbing that is not an emergency, call 465-4100. Police Commissioner Kenneth Jackson’s email is kjackson@gardencityny.net. The GC police have made several arrests that were connected to the recent burglaries.  

Over the summer Joe and I made a recommendation to the Recreation Commission that recreation start a computer program that gradually would build a list of resident users of the Village’s parks. As residents (and their guests if any) sign-in, they would sup-ply the parks attendant with their name and address (the current practice) plus a phone number. The phone number could serve as a quick way of contacting parents or other family members in an emergency. This list in no way would bar any resident from using the parks, since it would be ongoing. Such a database, in addition to providing emergency contact information, would provide usage data that could be analyzed and potentially generate program ideas. We hope that the Recreation Commissioners examine the pros and cons of this suggestion.

The failed intersection of Clinton Road/Stewart Avenue, which I’ve written about before, continues to be a particular concern to those of us living in the East. At the re-quest and with the strong support of the EPOA, Garden City has asked Nassau County to consider installing a left-turn arrow on SB Clinton for traffic heading east on Stewart and to create a new dedicated right turn lane for NB Clinton traffic turning east, thereby al-lowing increased traffic flow. The specific EPOA request supported resident Bill Bellmer’s proposal asking (in part) that the signal on the southeast corner pole add a short trailing left-turn arrow and that the addition of a left-turn arrow on the pole at the southbound stop line be considered.

Those of us who normally would make a left turn from Clinton heading south onto Stewart heading east, no longer do so. We have seen and heard too many near misses as drivers swerve out of the left lane into accelerating right lane traffic, or as other cars get stuck in the intersection after the light turns red, caught between east and west bound cars. Most of us now take the roundabout route through local streets because it’s safer, as do an increasing number of rush hour drivers, potentially endangering our residents.

It is helpful for government officials in situations like this to hear from their constituents. If you share the EPOA’s concerns, please contact Nassau County with your comments. It is easy to do online. Go to Nassau County’s official website—www.nassaucountyny.gov—click Nassau A-Z, click Nassau Now, then Submit a Request. Log in to create your own Nassau Now account with your own service request number for follow-up. VP Joe Moody did this on behalf of the EPOA, so please add your voice to ours. It would be worth mentioning that Stewart School and its young students in grades 2 through 5 is located at this intersection.

I spoke with Legislator Laura Schaefer’s chief aide immediately prior to this newsletter going to press. He assured me that this issue is a priority for her and that she is following through with Nassau County. Legislator Schaefer may be reached at 516-571-6214 or by email at lschaefer@nassaucountyny.gov. I’m sure she would appreciate residents’ input to ensure that deteriorating driving conditions at this failed intersection are improved. The simplest remedy is neither costly nor difficult to implement.

I would like to welcome four new directors to the EPOA board: Andy deLannoy, Tom Mastanduono, Barbara Moore and Jennifer Sullivan. They join the 15 returning officers and directors for what I hope and expect will be a year of progress and cooperation among East residents for the betterment of the Village and those of us who call Garden City home.

Residents may have noticed the tree and vegetation clearing along the east side of Clinton Road in Roosevelt Field. This is the property owned by Treeline Companies, which has received Village approval for the Maggiano’s restaurant, but also includes Treeline property for which the company has not yet submitted plans. The plantings will be replaced in the future, whether by Treeline or the Village to be determined.

BOARD OF TRUSTEES PRESS RELEASE

The Board of Trustees has received numerous inquiries from concerned Garden City residents regarding the recent arrests this past week of two burglars inside a Whitehall Blvd. home. The Board of Trustees understands that this occurrence is unsettling, particularly for those most closely affected.  We take incidents like these extremely seriously because there is no higher responsibility than protecting the safety of our residents.  We also understand that in a small and tight-knit community like our Village, it is not unusual for even occasional criminal activity to reverberate because of the close connections that we share as neighbors.  It is often the case that, even if we aren't directly involved, we often know those who were, or we know someone who knows them.  That feeling of closeness tends to exacerbate our concern.  With that in mind, we wanted to share with you some information about the levels of crime in Garden City, the efforts that we are taking – and our ongoing commitment – to help keep residents and visitors safe, and what you can do to help.

At the June 10th meeting of the Eastern Property Owners’ Association, President Chris Mullaney thanked and recognized Leo Stimmler, Jaime Gans, Mathilde Bellmer and Debby Tennyson-Feinstein for over 30 years of combined service to our organization.

Leo Stimmler, Jaime Gans, and Mathilde Bellmer all had completed nine consecutive years of service as EPOA Board members.  Debby Tennyson-Feinstein has served on the Board from 2011 and as Corporate Secretary since 2012.  These directors exemplify the volunteer spirit of our Village and we are grateful for their contributions to their fellow residents of the East. 

Legislator Laura Schaefer to Speak at EPOA Meeting

Nassau County legislator Laura Schaefer will be the guest speaker at the EPOA’s annual meeting on Tuesday, June 10. Ms. Schaefer, an attorney and lifelong resident of Westbury, represents Garden City as part of the 14th district. When running for office last November, Ms. Schaefer said her focus would be on lowering taxes and bringing new businesses to the area. She will begin speaking shortly after the meeting opens at 7:30 pm in the board room of Village Hall. All GC residents—and their questions—are welcome.

Following Ms. Schaefer’s appearance, the annual meeting will proceed with the election of officers and directors for the 2014/15 year, the election of four new members to the Director and Officer Nominating Committee, and the introduction of the five recently elected members of the GC East Nominating Committee.

There will be updates from EPOA president Christine Mullaney and vice president Joe Moody, Trustees Nick Episcopia and Dennis Donnelly, Library Trustee Charlie Murphy, School Trustee Bob Martin, and a Recreation update. 

Director Jaime Gans will introduce the 2014 winner of the $1,000 EPOA scholarship: Michelle Manning, East resident and senior at Kellenberg Memorial High School who will be attending Georgetown University in the fall.

Ralph Suozzi, the new Village administrator, is the guest speaker at the May 20 EPOA meeting. The meeting will begin at 7:30 pm in the senior center on Golf Club Lane.

There will be updates on Village issues from Trustees Dennis Donnelly and Nick Episcopia, from Library Trustee Charlie Murphy,from EPOA president Christine Mullaney, in addition to EPOA directors and representatives.

 As usual, resident participation is encouraged and questions are welcome.

Committee Nominates EPOA Officers, Directors

The Director and Officer Nominating Committee of the Eastern Property Owners’ Association has nominated the following residents of the Eastern section as candidates for election to the positions of officers and directors of the Association.

For president, Christine Mullaney (104 Huntington Rd); for vice president, Joe Moody (166 Meadow St); for corporate secretary, Joe Courtade (15 Kingsbury Rd); for corresponding secretary, Robert Rymers (22 Elm St); for treasurer, Sal Norberto (88 Garden St). These positions are for one year terms.

As directors, for three years: Tom Nappi (7 Damson St), Brian Noonan (72 Washington Ave) and Matt Teri (46 Huntington Rd). For two years: John Delany (1 Spruce St), Tom Hogan (41 Chestnut St) and Mark Hyer (43 Wyatt Rd). For one year: Barbara Moore (36 Chestnut St), Tom Mastanduono (15 Westbury Rd), Andrew deLannoy (5 Maple St) and Jennifer Sullivan (157 Garden St).

Members of this year’s nominating committee are Bill Bellmer, May Conti, Sue Davis, Roger McFeely, Allison Sparacino, Robert Stark, Jr., and Edward Welch (chair).

Nominations for officers and directors may also be made by not less than 15 voting members of the Association not later than 20 days prior to the annual meeting (June 10) of the Association by filing with the corporate secretary of the Association (Debby Tennyson-Feinstein, PO Box 7525, Garden City, NY 11530)a nominating petition signed by them setting forth the names and addresses of any or all person(s) nominated by them for such offices. The corresponding secretary shall mail to each member of the Association at least ten days prior to the annual meeting a statement setting forth the names and addresses of all candidates that have been nominated.

Five Residents Elected to GC East Nominating Committee

The following five residents have been elected to the 15 member Garden City East Nominating Committee for three year terms, beginning after the June 2014 EPOA annual meeting: Jill Bauer, 87 Huntington Road; Joe Courtade, 15 Kingsbury Road; John Delany, 1 Spruce Street; Bill Graham, 104 Brook Street; and Ken Moody, 128 Poplar Street. They were elected from a slate of 13 candidates in accordance with Article II of the EPOA Procedures for Nomination of Village and School District Officers.

The GC East Nominating Committee interviews and proposes candidates for nomination from the East to the Village and School District board of trustees.

EPOA Meeting April 15

Tax Day—perhaps an appropriate day for the next EPOA public meeting, where Trustees Dennis Donnelly and Nick Episcopia will report on the Village budget adopted on April 7 by the Board of Trustees. After their report, Trustees Donnelly and Episcopia will be happy to discuss the budget with residents and answer any questions.

Following the budget presentation, EPOA directors and representatives will provide updates on current issues. Please join us on Tuesday, April 15, at the senior center on Golf Club Lane, beginning at 7:30 pm.

Village Auditor to Speak at EPOA Meeting

Village auditor Jim Olivo is the featured speaker at the March 18th public meeting of the EPOA. The meeting will start at 7:30PM at the Senior Center on Golf Club Lane.  Jim will make a short presentation about the budget process and then answer questions from residents. Ongoing Village budget work sessions are open to the public and the final budget public hearing and adoption is scheduled for April 7, 8pm, at Village Hall.

After Jim’s presentation, EPOA directors and representatives will discuss current issues, to be followed by East trustees Dennis Donnelly and Nick Episcopia.  Also, our new Library Trustee from the East, Charles Murphy will be attending.  Charlie is looking forward to meeting with residents and updating us on the latest library news.  We encourage residents to attend with their input and concerns.

January Meeting Recap

Thank you to all residents who participated in the January 28 Resident Elector/EPOA meeting.

The next public meeting of the EPOA will be held on March 18 at the Golf Club Lane senior center, beginning at 7:30 pm.

Congratulations to Nick Episcopia, who was selected at the January 28 Resident Electors' Meeting as the nominee from the East to serve a two-year term on the Village Board of Trustees. Nick was the unanimous choice of the elected 15-Member GC East Nominating Committee for that position.

The EPOA urges all Village residents to support the trustee candidates of the Community Agreement Party slate in the March 18 Village-wide general election. They are Nicholas Episcopia (East), Brian Daughney (Estates), Theresa Trouve (Central) and Robert Bolebruch (West). Your vote matters.

EPOA Meeting January 21, 2014

The 15 member GC East Nominating Committee unanimously nominated current Deputy Mayor Nick Episcopia as its choice for the position. Mr. Episcopia was not challenged by independent petition, following the procedures established by the EPOA, and therefore will be designated the nominee from the East on January 21.

Immediately following the Resident Electors' Meeting, there will be a public meeting of the EPOA and we invite everyone to stay for the various reports and to bring your concerns to the attention of the EPOA directors and the Village Trustees.

There will be updates on labor negotiations, Ellis Hall, the senior center, police and fire, recreation, the library, and our schools, among other topics, and ample time to ask questions. In addition, Village Clerk/Deputy Village Administrator Brian Ridgway, who implemented and runs the Village website, will discuss Village communications with residents. Mr Ridgway is a resident of the East.

Library Focus Group

Everyone agrees that the GC Public Library is a vital part of the community. But opinions vary on the direction that the library should be taking now and into the future.

The Board of Library Trustees is reaching out to residents interested in discussing the future of the library. Any East resident interested in participating in a focus group with Library Vice-Chair Gloria Weinrich and Trustee Lola Nouryan should send a short bio and current contact information to EPOA president Christine Mullaney at christine.mullaney@gcepoa.org . You will be contacted once the focus group(s) are formed. Thank you.

Keeping The Gardens In Garden City

Working with the Village Department of Recreation and Parks, including the Director Kevin Ocker and Parks General Supervisor Michael Didyk, the Civic Beautification Committee has continued to enhance the village landscape with a variety of annual and perennial flowers offering a sequence of bloom throughout the seasons. The Committee, appointed by the Mayor of Garden City, consists of representatives from all four property owners' associations, with the responsibility of both designating and designing various landscape improvements throughout the village. In recent years additional plantings were added to areas around Village Hall and have been continued on entryways to the Village, all railroad stations, parks, and Village monuments and the public library.

Tree Replacements to Begin

The Garden City Department of Recreation and Parks has supplied the EPOA with a list of the trees that will be planted this fall and their locations in the East. This is phase one of the Village's Tree Restoration Plan to replace the 675 mature Village trees that were lost from Super Storm Sandy.
Commissioner Kevin Ocker said that phase one is directed at the streets and areas that sustained the greatest losses. Approximately 200 trees will be planted village-wide. Phases two and three will move forward in the spring and fall of 2014.The fall planting is expected to start in about two weeks and will take approximately three weeks to complete. 

A Message From President Chris Mullaney

There has been recent press coverage, both in Newsday and on the radio, regarding potential zoning changes from the Town of Hempstead that would affect Roosevelt Field. In July the TOH proposed changes specifically to regional shopping malls and Village officials have been in discussions with the town throughout the summer. Both of the East's trustees and the EPOA have been part of these discussions and TOH officials have been entirely cooperative with the Village. There are no zoning changes in the proposed legislation— either now or in the future —that would allow development beyond Neiman Marcus and a small amount of included retail and parking. At a TOH zoning hearing on September 17 that I attended along with Trustees Donnelly and Episcopia, the town board adopted the maximum cap on total floor area that GC wants included in the proposed legislation. Voting on the new legislation chapter itself was deferred until October 2. Please check our website for any updates.
